THE EXECUTIVE DIRECTORATE (EXD)

The Executive Directorate (EXD) is the steward of OECD resources, on behalf of the Secretary-General. Our focus is on people and their wellbeing; the effective and efficient management of the budget; the safety and security of staff, Delegations, visitors, and of the OECDโ€™s data; maintaining and sustaining physical and digital infrastructure; and enabling the convening power of the OECD through conferences, meetings and events, whether virtual, physical or hybrid. As well as providing corporate services, functions and management support to our staff and Members, we provide integrated, strategic and expert advice on corporate policies and management issues to the Secretary-General, to Council and to Standing Committees, to which we regularly report on corporate matters. We also provide risk management functions (for management areas under our purview). Ours is a fast-paced environment focused on delivering management excellence across all of our functions.

THE HUMAN RESOURCES MANAGEMENT SERVICE (EXD/HRM)

Within the OECDโ€™s Executive Directorate (EXD), the Human Resource Management Service (HRM) is responsible for providing stewardship of the Organisationโ€™s human capital on behalf of the Secretary-General. Overseeing three divisions (HR Operations, the Client Services Group and the Talent Management and Analytics Group), EXD/HRMโ€™s Head Office provides strategic HR direction, leadership in corporate and legal matters and oversight and co-ordination for the Organisation at large.
The Talent Management and Analytics Group (TMA) is a division of HRM. TMA develops, implements, and supports a variety of human capital projects for the Organisationโ€™s workforce. The division ensures that business processes and tools are up-to-scratch and provides data-driven solutions to help build diverse, inclusive, and effective teams. TMA also manages the OECDโ€™s learning and development initiatives and runs several programmes aimed at ensuring the OECD attracts outstanding talent from interns right up to senior managers.

POSITION

To support new and current applications and ongoing/forthcoming deployment of new technologies, EXD/HRM/TMA is looking for an HRM Systems Manager. As a key partner to the business process owners & resource management advisors across the house, the selected candidate will ensure high-quality service delivery and actively contribute to the evolution of our tools, working closely with IT and HR teams.
The selected candidate will join the HR Systems Unit and will be working in close collaboration with the Data Analytics Team.

Job Description

Main Responsibilities

Work with clients to help them identify the functional requirements for new or improved HR systems and draw up development plans.Analyze business processes, write functional specifications, define data structures and develop formats, input/output flows and application programs.Take lead role in the analysis, definition and implementation of solutions (including APIs)Ensure data security, integrity, and user access managementMonitor and promote the adoption of digital HR toolsAssist HR Business Process Owners in the continuous improvement of processesCoordinate actions with external providers and internal teams.

University degree in computer science or equivalent experience, or a related field (or equivalent work experience).

Minimum 5 years of experience in HRIS management.Solid knowledge of HR processes (HCM, Recruitment, Talent & Performance, Learning).Proven experience and familiarity with Human Resources Software as a Service (HR SaaS) solutionsAbility to design & implement APIs would be an advantageAffinity and ability to work with data.

Tools

HRIS Systems knowledge is a must (SAP HCM, Smartrecruiters, Rise Up).Collaboration software (MS Teams).Data analytics and reporting tools (PowerBI, Excel, R/Python/SQL).

Languages

Fluency in one of the two OECD official languages (English and French) and ability to work efficiently in the other.Knowledge of other languages would be an asset.

Contract Duration

24 month fixed-term appointment, with the possibility of renewal to a maximum of 36 months.

What the OECD offers

Depending on level of experience, monthly salary starts at 5 902,14 โ‚ฌ plus allowances based on eligibility, exempt of French income tax.Please note that the appointment may be made at a lower grade based on the qualifications and professional experience of the selected applicant.

Please note that our Rules and Regulations stipulate that the mandatory retirement age is 67.
