Terms of ReferenceOrganizational context

The HR Policy Section is a specialized team that provides advice to UNHCR globally on the design and interpretation of HR policies. The HR Policy Section has regular interactions with other Sections in the Department of Human Resources, Divisions at UNHCR, Staff Council, the Transformation and Change Service, the Legal Affairs Section and the Senior HR Partners in the Regional Bureaus. The individual contractor will also be in contact with counterparts in other organizations of the UN Common System, the CEB Secretariat, Human Resources Network and the International Civil Service Commission.
The individual contractor will support the activities of the HR Policy Section over a period of 6 months, focusing mostly on policy research and drafting as well as supporting the Generative AI projects.

Duties and responsibilities

Support the development of HR policy papers and technical proposals on HR policies and procedures to meet UNHCR's evolving operational needs, and for senior management.

- Research relevant regulations, rules, policies and practices of the UN and non-UN entities to identify needs for changes in UNHCR’s HR policies.
- Follow-up on implementations of HR policies, participate in HR policy briefing sessions, and develop capacity-building and learning materials.
- Contribute to projects on Generative AI in HR.

Minimum qualifications required
- University degree

Desirable qualifications and skills
- Experience in research or policy development, administration of justice, or relevant field. Highly developed drafting and analytical skills.

Other Conditions
- It is a full/part-time role with working hours starting from 9.00am to 6:00pm Monday to Friday (40 hours per week).

The successful candidate will be assigned to support the team in Geneva, Switzerland.
