Purpose of the position
The WHO country office works with the National Authorities to achieve the highest standard of health as a fundamental human right, based on equity and on SDGs principle of leaving no one behind. WHO actions are engrained in the WHO 14th General Programme of Work with its 3 prong objectives of promoting healthier populations, keeping the world safe through addressing health emergencies, and protecting the vulnerable through Universal Health Coverage. WHO's mandate revolves around six core functions: (i) providing Global Health leadership; (ii) shaping the health research agenda; (iii) setting norms and standards; (iv) articulating evidence-based policy options; (v) providing technical support to countries; and (vi) monitoring and assessing health trends. The WHO Country Office is an integral part of the WHO Regional Office for Europe. Its main role is to facilitate and coordinate all WHO activities at country level and to implement the European Programme of Work 2020โ2025 โโUnited Action for Better Health in Europeโ which sets out a vision of how the WHO Regional Office for Europe can better support countries in meeting citizensโ expectations about health.
WHO at country level delivers this through practical, actionable and country focused solutions to health challenges, keeping in perspective that achieving health and well-being is a whole-of-society endeavour; This is done through facilitating the implementation of the Biennial Collaborative Agreement with the country and its corresponding workplan. The WHO Country Office maintains good working relations and ensures information exchange between the country and WHO, policy and strategic guidance on Health issues to all national and international partners in the country, provision of direct technical expertise when needed and aims at more community engagement and participation, and to promote health equity.

The mission of the Division of Health Emergencies (WHE) is to build the capacity of Member States to assess, prevent, and manage health emergency risks, and lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations.

DESCRIPTION OF DUTIES
Reporting to the Human Resources Officer and under the overall guidance of the Operations Manager, and within appropriate delegated authorities, the Human Resources Associate (HRA) provides human resources support services. The HRA is responsible to support the day-to-day HR operations of the Country Office. The HRA collaborates and consults with the Human Resources Officers at the country office and Regional Office on staffing requirements and the recruitment processes.
The position contributes to the integrity of HR processes in the country by ensuring that a comprehensive array of HR services and activities are carried out on a timely basis, fully compliant with rules and regulations of the Organization, and in adherence to the policies and procedures.ย
The incumbent will have the following assigned duties:
Contract and entitlements management:
HR monitoring, compliance, reporting and initiation:
Monitors to ensure timely initiation of actions and compliance with WHO rules and regulations, of contract extensions, probationary periods, conversion of appointments, retirements, acting arrangements, WIGIs and maximum duration of contracts.Responsible for preparation of correspondence related to various HR actions (waivers, acting arrangements, exceptions, lateral transfers, etc.) and initiatesGSM transactions following consultation with the manager and HRBP.Monitors performance management compliance and liaises with managers to ensure timely completion of reports.Prepares regular HR reports and statistics as needed.Selection and Recruitment processes:
Supports the responsible Officer(s) in the timely organization of activities and processes related to the recruitment of Fixed-term and Temporary Staff (all categories) to ensure the efficiency of the selection and recruitment processesProvides assistance to staff members and/or applicants under selection or under reassignment and ensures that support and accurate and complete information is provided in a timely manner.Liaises with the Global Service Centre to provide information and obtain clarification on specific staffing cases, particularly in relation to queries from candidates on entitlements and benefits, and during the on-boarding and separation processes.Maintains an updated and efficient tracking system to ensure cases are efficiently managed within the allocated timeframe and in the most effective way; maintains all necessary records, databases and statistics to allow comprehensive filing, tracking and analysis.Liaises with different Clusters within WHO to share, search for information and proactively develop new useful contacts.Performs all other related duties as assigned.Outreach:
Assists the responsible officer in researching/identifying the best and most appropriate outreach activities relevant to the local market to target the talent and sourcing potential candidates through various channels, such as hosting or participating in career events/job fairs, online channels (social platforms, professional networks).ย
REQUIRED QUALIFICATIONS
Education
Essential: Completion of secondary school or its equivalent.
Desirable: Training or higher education in the area of human resources/administration.

Experience
Essential: A minimum of 8 years of relevant experience in human resources and/or administrative positions, with progressive responsibility, with considerable exposure to recruitment processes OR a university degree with a minimum of 4 years relevant experience in human resources and/or administrative positions, with progressive responsibility, with considerable exposure to recruitment processes.
Desirable: Experience working in WHO or another UN Agency, preferably in the area of Human Resources Management.Proven experience in the use of WHO's Global Management System (GSM) or another oracle- based Enterprise Resource Planning (ERP)system, SAP or other similar systems.Experience in supporting Emergency operations.

REMUNERATION
WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at USD 23,442 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
