The Aspire to Innovate (a2i) Programme builds on the Government of Bangladesh’s efforts to introduce a citizen-centric culture of innovation in civil service to improve service delivery and make services more inclusive, affordable, reliable and easier to access. This project will provide support to establish institutional mechanisms and improve accountability to accelerate SDG achievements in Bangladesh.

This project will have three components:

1. Institutionalizing Public Service Innovation and Improving Accountability
2. Catalyzing Digital Financial Services and Fintech Innovations
3. Incubating Private Sector-enabled Public Service Innovation

‘Aspire to Innovate (a2i) Programme’ is looking to recruit an HR Assistant who will provide support in implementing HR strategies and policies. 

The project is funded by the Government of Bangladesh, UNDP and other development partners, and is implemented by ICT Division and Cabinet Division

 

 

Under the direct supervision of the HR officer, the incumbent will perform below-mentioned activities:

a) Full compliance of HR processes and records with in compliance with UNDP and GoB rules, regulations, policies and strategies.
b) Assists in completing the recruitment process of GoB and UNDP hiring.
c) Assists the COHR unit in inviting candidates for the written test and interviews.
d) Support to conduct service evaluation of the project staff for contract extension.
e) Assist project colleagues in drafting Terms of References for GoB and UNDP hiring.
f) Assist in drafting SOP for the project for HR related issues.
g) Support to HR data analysis.
h) Ensure logistical support (ID card, Laptop and other logistics) for the new staff.
i) Support to organize knowledge sharing sessions/trainings/workshops.
j) Support to arrange orientation session for the new staff.
k) Prepare various reports related to HR.
l) Maintain liaison with the HR and Procurement Cluster of UNDP Country Office.
m) Update the HR databases regularly. 
n) Maintain and update HR files, policy documentation, guidelines.
o) Maintenance of proper filing system for HR records and documents.
p) Participation in the trainings for the operations/projects staff on HR.
q) Apply effectively existing knowledge of HR services, processes and practices.
r) Synthesis of lessons learnt and best practices in HR.
s) Support to claim overtime for all SC holders.
t) Support to day-to-day HR activities.  
u) Function as an effective team member of HR team of the project.
v) Perform other related duties and responsibilities as and when required assigned by project management.

  • Minimum Bachelor degree in Business Administration / MIS / Public Administration / Social Science / English.
  • At least 2 years of practical work experience in HR.
  • Previous experience in national / international development organization or multinational organization will be an added advantage.
  • Knowledge on GRP is desirable
  • Experience in the usage of office software packages (MS Word, Excel, etc.)
  • Flexibility to work in a team and temperament to work under pressure
