Since conflict erupted in Sudan in April 2023 the country has endured a comprehensive collapse. And with no meaningful prospects for peace in sight, it sits on the precipice of unprecedented crisis, fragmentation, and state failure. Sudan is now the worldโ€™s largest displacement crisis in the world, with over 10.7 million people internally displaced, and over 2 million fleeing across its borders. Sudan is also the worldโ€™s largest hunger crisis. About 25.6 million people โ€“ over half the population in Sudan โ€“ face acute hunger, including more than 755,000 people on the brink of famine.ย 
NRCโ€™s programme has grown in response, becoming one of the two largest in the region. ย It has a budget of $50 million and employs 300 staff managed from five Area Offices that covers operations across all the States in Sudan
As well as delivering humanitarian response and seeking new routes to greater impact, NRCโ€™s Sudan programme has built a strong reputation for humanitarian analysis and advocacy and seeks to continue to strengthen these efforts over the coming years, in partnerships with local and global actors.

What you will do:

The position of HR & Admin Adviser will provide technical supervision and support to all the area offices in Darfur i-e, Geneina, Nyala and Jabal Marra.

Generic responsibilities:

Implement NRC HR and admin systems and proceduresEnsure that all the AOs in Darfur (Geneina, Nyala, Jabal Marra) adhere to Employment standards, HR policy, administration procedures, and other NRC policiesEnsure compliance with the local labor lawTraining, support, control and development HR teamsSupport and train all staff with HR and Admin responsibilities/personnel managementProvide regular HR analysis and reportsEnsure safe and standardised filing of personnel documents in all officesPromote the rights of IDPs/returnees in line with the advocacy strategy.

Specific Responsibilities:

Implementation of the countryโ€™s office standards and initiatives at the Area Office levelCapacity building of the HR and Admin staffย Support and guidance to the international staffStrengthening the recruitment processes ensuring adherence to the minimum standardsStrengthen training and inductions / on-boarding for all Darfur based staffImprove the quality of the performance management conducted by the line managers across all the area offices in DarfurMaintain and healthy and empowering office environment that encourages open, honest and productive communicationProvide regular HR analysis and reportsConduct routine field visits to all area offices in Darfur to monitor complianceBe responsible for all the administrative tasks including lease managements across all offices in Darfur, facilitate travel permits and other liaison responsibilities, accommodation and bookings etc.ย

Minimum 5 years of experience from working as a senior HR in a humanitarian and recovery contextAdvance knowledge and expertise in HRExperience of working in complex and volatile environmentsFluency in English, both written and verbal. French and Arabic not mandatory but preferredย 

Context/ Specific skills, knowledge and experience:ย 

Knowledge of the context in Sudan is an advantage.ย Experience with start-up (scale up/scale down) countries or programs is an advantage.
