The purpose of the Private and Market Housing Coordinator position is to implement and manage the direction of the Institute that pertains to private and market housing within the Housing Institute. The role involves review and assessment of existing mortgage programs that target obtaining housing in the ownership, assess the rental market fluctuations and develop project and policies that would prevent these fluctuations influence on housing for conflict-affected and IDPs or support IDPs and other conflict-affected when such fluctuations are affecting the rental market initiatives or other private housing-related programs. Also ensure alignment with national policies and area-based approach and with a particular focus on the needs of internally displaced persons (IDPs), conflict-affected persons and other vulnerable groups.
Generic responsibilitiesย
- Adherence to NRC policies, guidance, and procedures, and awareness of NRC global and regional strategies.
- Lead/contribute to the development housing strategies/IDP housing strategies, project proposals that pertain to private and market housing and provide input on needs and gaps, considering the role of NRC shelter/advocacy programs where appropriate.
- Manage and implement the delegated portfolio of housing projects that relate to private and market housing (activities, budget, and project documentation) as delegated by the Housing Institute Manager, in line with proposals, strategies, and donor requirements, ensuring high technical quality.
- Provide regular progress reports to the Housing Institute Manager.
- Ensure that projects target beneficiaries most in need of protection, exploring and assessing new and better ways to assist.
- Contribute to the improvement of the project cycle and provide proactive feedback for enhancing processes and outcomes.
- Identify the learning needs of the project team and develop a comprehensive plan for capacity building and skill transfer.
- Liaise and collaborate with relevant central executive and local authorities and other key stakeholders in the private and market housing sector.
- Promote the rights of IDPs/returnees in line with the advocacy strategy.
ยSpecific responsibilitiesย
- Lead the identification and implementation of private and market housing related projects, ensuring alignment with national housing policies.
- Co-lead the development and maintenance of the database component that includes information about private and market housing, including communication with the developers team, central and local authorities, non-governmental stakeholders, ensuring its transparency, accessibility.
- Lead the rental housing needs assessments and related analysis among the IDPs, people affected by the war and other vulnerable groups.
- In cooperation with the Housing Institute Team - develop reports and implement private and market awareness campaigns on housing rights and the role of private and market housing in the overall national housing agenda.
- Provide technical support and guidance (for government stakeholders) in the development of policies and regulations related to private and market housing.
- Lead/co-lead organization of workshops, training programs, and capacity-building initiatives for private and market housing stakeholders at various levels of government, civil society, and other stakeholders.
Generic professional competencies for this position:ย
- Knowledge of Ukrainian legislation on housing with a particular focus on private and market housing.
- Knowledge of the international context of private and market housing, including global best practices and regulatory standards.
- A Bachelorโs degree, Masterโs, or PhD in Law, Economics, Public Administration, Urban Planning, or related fields, along with experience in relevant fields, including humanitarian work.
- Experience in drafting legislative notes, legal acts, analytical materials, and presentations.
- Fluency in English and Ukrainian, both written and verbal.
- Strong computer skills, including proficiency in Word, Excel, PowerPoint, and other relevant tools.ย

Context related skills, knowledge and experience:ย
- Knowledge of the housing and human rights context in Ukraine.
- Experience working in housing at least 3 years is mandatory.
- Experience in legal drafting, including drafting of the draft laws/resolutions/strategies/explanatory notes to the legislative instruments, etc.
- Experience in organization of presentations, workshops, awareness-raising sessions would be an advantage.
- Strong analytical skills and the ability to work with information systems.
