About Us
Heifer has worked in Nepal since 1957 and has had a permanent corporate office in the country for the past 26 years. Heiferโ€™s economic growth work in Nepal has been funded through private donations, USAID, European donors, multi-lateral banks, foundations, private sector partners and the Nepali national and local governments. Our technical assistance projects cover everything from small holder farmers, cooperatives, to women empowerment, local government development, environment, youth employment, entrepreneurship, SME development and value addition for livestock and agriculture products (everything from post-harvest handling, and packaging to market linkages).

In addition to our Nepal work, Heifer is currently implementing similar projects throughout 18 offices around the world.

Role Summary
Heifer International is currently seeking an Associate Director, Grants & Contracts for the upcoming 5-year USAID-funded Nepal Agriculture Transformation activity. The position is contingent upon award, with an anticipated total value of $50-99 million.

Reporting to the Director of Operations, the full-time Nepal-based Associate Director, Grants & Contracts will provide oversight of all project grants and subcontracts. Reporting to the Director of Operations, the Associate Director will oversee a team of Grants Managers/Assistants that will manage the grant origination, administration, and reporting according to USAID rules and regulations. The Associate Director designs, implements, manages, and monitors, workflow processes and procedures.

Responsibilities
โ€ข Design, implement, and manage an effective grants management function in accordance with Heifer grants manual and USAID rules and regulations.
โ€ข Contribute to the development of a project-grants manual that will be approved by USAID counterparts.
โ€ข Function as the in-house subject matter expert on cradle-to-grave grants, cooperative agreements, contracts, and sub awards administration.
โ€ข Develop and implement best practices/systems to ensure proactive oversight and management of the company's sub-grants and subcontracts (that may include standard grants, simplified grants, fix amounts and cooperative agreements).
โ€ข Manage a portfolio of complex and strategic grants, contracts, cooperative agreements and sub-awards.
โ€ข Provide coaching (to both project staff and recipients) for both technical delivery, compliance, technical subject matter expertise and staff training.
โ€ข Work in close collaboration with the organization's compliance function to ensure proactive compliance on grants, cooperative agreements, contracts, and sub-awards. Develops compliance policies, tools, and templates.
โ€ข Play a vital role in the grants/subcontract proposal development process: including preparing contractual documents, reviewing solicitations, analyzing donor requirements, drafting terms and conditions, and reviewing proposals for compliance.
โ€ข Partner with the programs team to play a key role in project implementation and proactive management through project closeout.
โ€ข Provide staff development, mentoring, and training on terms and conditions, policies and procedures, professional development, and other matters.
โ€ข May assist in preparing grants; grant pipeline management

Qualifications
โ€ข Bachelor's Degree required. Advanced degree in finance, business administration, law or related field preferred.
โ€ข Minimum 8 years progressively responsible experience in grants/contracts management of USG (U.S. Governments) awards including USAID (preferred).
โ€ข Demonstrates leadership experience. Prior supervision of a Grants & Contracts team is a must.โ€ข International work experience in developing countries preferred.
โ€ข Fluency in Nepali is required; working knowledge of local Nepali languages preferred.
โ€ข Full professional proficiency in English is required.

โ€ข Proven negotiation skills, including the ability to negotiate effectively, make sound decisions, and apply creative problem solving.
โ€ข Excellent communication skills including written and oral communications, and the ability to make effective and persuasive presentations to groups.
โ€ข Excellent organizational skills, strong and analytical skills, and sound judgment
โ€ข Demonstrated experience in formulating and implementing policies, controls, systems, and procedures.
โ€ข Authoritative knowledge of relevant OMB Circulars (A-110, A-122, A-133) USAID ADS system, and the Federal Acquisition Regulations. Ability to monitor and interpret relevant governmental regulations and suggest solutions to compliance conundrums.
โ€ข Solid diplomatic skills, including the ability to effectively manage varied internal and external relationships.
โ€ข Ability to work well under pressure in a fast-paced environment, keeping multiple priorities moving.
