Description
Head of the Galileo Ground Control Segment Management Service in the Galileo Ground Segment Management Office, Galileo and EGNOS Programme Department, Directorate of Navigation.
The Directorate of Navigation is responsible for the overall implementation of the Galileo First Generation Full Operational Capability and Galileo Second Generation (G2). In the Galileo Ground Segment Management Office, the plans established by the Galileo First Generation Project Office and Galileo Second Generation Project Office are implemented with the management service provided by your team.
Duties
Your tasks and responsibilities will include:
- contractual, technical, programmatic monitoring and coordination of industrial activities that are part of the WP3-X framework contract, in the role of Technical Officer, within the agreed technical, schedule and cost requirements and with minimum risk;
- contractual, technical, programmatic monitoring and coordination of industrial activities that are part of the G2 IOV GCS contract, in the role of Technical Officer, within the agreed technical, schedule and cost requirements and with minimum risk;
- management of the applicable technical baseline of the Ground Control Segment (GCS);
- management of the overall design, development and validation/ qualification activities related to the GCS and contribution to the definition of related operations;
- organisation and implementation of GCS reviews (PDR, CDR and DRB-QR) in a timely manner;
- preparation of the GCS contributions supporting the System Compatibility Test Campaigns, as well as GCS contributions to System Tests, in addition to support for the deployment of GCS assets on site;
- management of the maintenance activities related to the GCS until their handover to EUSPA/the Galileo Service Operator;
- support for the definition of deployment of GCS assets (to be implemented under EUSPAโs responsibility) under the supervision of the related Project Office (G1/G2);
- maintenance of the Galileo Ground Segment development plan, schedule, risk register and cost at completion, with the required key performance indicators, for consolidation and approval at project level by the First Generation and Second Generation Project Offices, as well as the production of reports as required;
- close coordination with disciplines from other segments, including the space segment, project management support, procurement, product assurance and safety, and security;
- contribution to the definition of upgrades of the GCS to use Galileo transition satellites when available (in particular for providing legacy services and for satellite control) and management of the provision of these upgrades;
- contribution to R&D activities as part of Horizon Europe, G2 Galileo or NAVISP initiatives;
- close coordination with the Heads of the Galileo G1 and G2 Project Offices for all matters related to G1 and G2 ground control segment;
- support for the agreed scheme for managing resources shared by Galileo G1 and G2, as well as with EGNOS and Horizon Europe;
- support for synergy and cooperation with the Future NAV programme, taking into account applicable constraints.
You will also be responsible for identifying, assessing, managing and reporting the health and safety risks in your area of responsibility

A master's in physics, electrical or aerospace engineering, or a related field is required for this post.
Additional requirements
You should have substantial experience in managing Phase C/D projects, and a good background in space system design, manufacturing and testing.
You should demonstrate hands-on experience in the definition, development, integration, verification and deployment of ground segment facilities (hardware and software) and services (communication, operations and maintenance).- the potential to manage individuals or a team in a project;
- the ability to organise their activities and ensure a motivating work environment;
- strong leadership capabilities, with proven relationship management and communication skills;
- the ability to drive your teamโs performance, developing your people by encouraging learning, delegating responsibility and giving regular and constructive feedback;

The working languages of the Agency are English and French. A good knowledge of one of these is required. Knowledge of another Member State language would be an asset.
