Job description

The Africa-EU Energy Partnership (AEEP) is the prime forum for political dialogue and cooperation between Africa and Europe on energy. Through the Partnership, Africa and Europe work together to develop a shared vision and common paths towards establishing sustainable energy sectors on both continents in a climate-compatible way.

Founded in 2007 by African and European Heads of States, the AEEP promotes strategic dialogue and knowledge exchange between the two continents, monitors European contributions to SDG7 in Africa and supports the implementation of joint initiatives; this particularly relates to the Africa EU Green Energy Initiative as part of Global Gateway as well as the AU Flagship Initiatives Africa Single Electricity Market and Continental Power System Master Plan, among others.

The AEEP is governed by a Steering Group composed of the European Commission, the African Union Commission, the Common Market for Eastern and Southern Africa, Egypt, Germany and Italy. In addition, the Partnership engages closely with the private sector, civil society and academia. As the engine of the Partnership, the AEEP Secretariatโ€™s prime task is to uphold and promote a dynamic dialogue between the two continents while simultaneously managing the day-to-day work of the partnership. The Secretariat is hosted by GIZโ€™s Global Energy Transformation Programme (GET.pro) with staff members located in Addis Ababa, Brussels, Bonn and Johannesburg. As Head of Secretariat you are responsible in advancing the main goal of the AEEP, namely to establish a dynamic partnership of equals between Africa and Europe for a mutually beneficial green and just energy transition.

Your tasks

As Head of Secretariat you are responsible for building alignment, consensus and a joint vision between multiple stakeholders to African-European energy affairs as the result of an active bicontinental dialogue; this inter alia entails the following tasks:

You will support activities to achieve the global energy and climate goals, in particular to accelerate the expansion of renewable energies and energy efficiency in Africa; As โ€œface and voiceโ€ of the AEEP you will represent the Partnership at relevant fora and act as contact point for African and European actors from the public sector, academia, civil society, and the private sector; this includes regular coordination and liaison with the African Union Commission as well as the EU Delegation to the African Union in Addis Ababa You will actively shape the AEEPโ€™s agenda and strategy, as well as strengthening the active participation and expanding the members of the Partnership You will manage and coordinate the work of the AEEP Secretariat as per decisions of the AEEP Steering Group; this includes the organisation of dialogue events, the creation and dissemination of knowledge products, support to the implementation of joint African-European initiatives as well as information and advisory to the Steering Group members You will visibly promote the results of African-European cooperation on energy in relevant events as well as via adequate media channels You are responsible for an interdisciplinary Secretariat Team and for the administrative management of the Secretariat (budget, procurements, etc. in line with GIZ standards) You will manage the staff of the Secretariat in accordance with GIZโ€™s understanding of leadership and will cultivate appreciative leadership

Your profile

Master degree in energy, political sciences, economics or a related subject area Many years of work experience at a senior managerial level in the context of African and/or European energy affairs (incl. leadership experience) Many years of experience of representing a political organisation or a multi-stakeholder network at international level Very good knowledge of the African and European energy politics, and active professional networks to the African and European stakeholder landscape on energy Recognition by the members of the AEEP Steering Group Agile and charismatic character, moving with confidence in international circles High degree of diplomacy, intercultural sensitivity and ability to build consensus; excellent networking and communication skills Business fluent in English and French, German is an asset
