ABOUT Head of Gaziantep Area Office AT WFP
This position is based in Gaziantep and reports to Deputy Country Director.THE ROLE
To plan and manage field operations to ensure the effective and efficient deployment of food assistance programmes and use of allocated resources.
KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):
- Responsible for the effective management of WFP assets and the WFP team in the Southeast of Tรผrkiye, overall responsible for safety and security and effectively ensuring the continued development of a cohesive and high performing team.
- Responsible for the management, security and operation of the UN House in Gaziantep, including acting as the focal point for other UN entities that use the space.
- Plan and manage WFP field operations and safety and security in the SouthEast of Tรผrkiye to ensure effective and efficient delivery of activities that sit within the scope of the Country Strategic Plan (CSP), ensuring that assets are maintained and allocated resources are used efficiently and are in line with agreed plans and budgets, and any deviations are reported to the relevant members of the Leadership team.
- Hold accountability for the security of WFP staff, operations, premises and assets in the Southeast of Tรผrkiye to ensure that WFP security and safety standards are locally set and followed. Actively participate and contribute to the Area Security Management Team (ASMT). Conduct timely monitoring and evaluation of activities and prepare accurate and comprehensive reports on WFPโs operations and performance with regular and timely submission for Area/Country Office review to inform efficient operational planning and decisions.
- Overall representative of WFP in the southeast of Tรผrkiye, including for stakeholder visits, such as donor visit. Responsible for building effective and collaborative relations with the local authorities and contribute to the expertise sharing and capacity building for effective preparedness and response to food assistance needs. Build partnerships, develop and sustain liaison with local government authorities, international and local NGOs, UN agencies, civil societies, beneficiaries and other partners and media engaged in the field of food security.
- Actively participate in the TRCO Leadership team, contributing to strategic and operational decision making of the TRCO, consistently acting as a role model of the values, principles and standards of WFP, actively contributing to creating an inclusive and collaborative work environment through respectful and constructive communication and holding self and other team members accountable for their actions.
- Key actor in leading scale up of operations in times of emergency response.
- Other as required.
QUALIFICATIONS AND EXPERIENCE
Advanced University degree in Security Management, International Relations or Law Enforcement or other relevant field, or First University degree with additional years of related work experience and/or training/courses. A diploma obtained from Military/Police Academy with qualifying relevant experience may be accepted in lieu of the First University degree.
Experience:
Typically three years or more of progressively responsible professional experience in security management (relevant military, policy or corporate) and/or security risk management, with a background and interest in international humanitarian development. Experience in managing support staff.
Knowledge and Skills :
โข Has developed, or supported in the development of, single discipline work plans to support the achievement of WFP strategic aims within a defined area.
โข Has gained some exposure in field operations, preferably in a hardship duty station or emergency situation.
โข Has field experience via field rotations or working in a sub-office, and through field postings.
โข Gained experience of analysing local political situations and assessing risk accurately.
โข Gained broader exposure across areas within a function (i.e. policy, programme etc.).
โข Has gained experience managing small to mid-size financial budgets, balancing priorities effectively.
โข Has experience leading a small to mid-size team to ensure the effective delivery of objectives.
โข Participated in a vendor/government/ partner negotiation within area of focus.
โข Participated in a small emergency operation/ development programme.
โข Has experience with security co-ordination and compound management within a smaller area.
