General Minimum Requirements

Second-level university degree in political sciences, social sciences, international relations, public policy, law or equivalent professional experience Work experience in either public administration, relevant international organizations, civic associations (including NGOs), political parties/affairs, or economic and political development Demonstrable organizational, communication, analytical and interpersonal skills

Level of Professional Competence Requirements

Mandatory:

Substantial professional experience in democratization, specifically one or more of the fields of elections and electoral reform, civil society, parliamentary support and reform, media reform, participation and empowerment of youth and marginalized communities, gender equality Experience developing and implementing capacity-building/reform programmes, and in project management Proven ability to lead a team, preferably in a multi-cultural environment Working fluency in the English language and excellent communication skills; operational competence with relevant usual office IT applications

Desirable:

Knowledge of OSCE principles and commitments Familiarity and experience with South-Eastern Europe, especially Albania International field mission experience Familiarity with the international organizational contexts around democratization and around Albania Experience in programme budgeting and evaluation

Tasks and Responsibilities

Under the guidance of the Head of Presence and the direct supervision of the Deputy Head of Presence, the successful candidate will be tasked with the following duties:

Managing the performance and development of the Department, based on the national context, international standards and best practice, OSCE values and goals, and senior management guidance; Leading the annual development, implementation and evaluation of a package of projects to advance the democratization programme; Overseeing the development and management of extra-budgetary projects to supplement annual project work, and assists in attracting the necessary funding from OSCE participating States and other donors; Managing the departmentโ€™s human resources with direct supervisory responsibilities for currently four staff and overall management responsibility for the performance and development all the departmental staff; Advising senior management on thematic issues and the work of the department; Developing and maintaining a close relations with key national and international partners on the ground partners as well as with relevant OSCE colleagues in Vienna and the region; Representing the department and the Presence as appropriate and/or delegated in national and/or international meetings and fora; Overseeing the quality of all briefing and reports produced by the department; Supporting senior management and other colleagues in maintaining institutional health, an instinct for continuous learning, and an environment of professionalism, respect and equality; Performing any other duties as assigned.
