Organizational Background

The Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization with its headquarters in Vienna, Austria is the international organization setting up the global verification system foreseen under the Comprehensive Nuclear-Test-Ban Treaty (CTBT), which is the treaty banning any nuclear-weapon-test explosion or any other nuclear explosion. The Treaty provides for a global verification regime, including a network of 337 stations worldwide, a communications system, an international data centre and on-site inspections to monitor compliance.

Organizational Setting

This position is located in the International Monitoring System (IMS) Division that applies engineering and science to develop, instantiate, and operate measurement stations around the world and to receive, process and disseminate the data collected by these stations as well as related analysis products.

Duties and Responsibilities

Plan, organize and supervise the work of the Logistics Support Unit; Plan and develop a logistic support structure for the maintenance and cost-effective lifecycle operations of the certified International Monitoring System (IMS) facilities to protect the Commissionโ€™s investment; Identify, prioritize, plan and execute projects related to all aspects of integrated logistic support for IMS facilities including training, shipping, storage facilities management, archiving, configuration, obsolescence, technical documentation preparation and life cycle cost management; Plan, coordinate and oversee the development of logistics support policies, processes, metrics and reports; Conduct life-cycle costs analysis, sparing analysis and sustainability studies and formulate recommendations and innovative solutions to address emergency situation, increasing responsiveness and operational responsibility; Plan, oversee and coordinate with internal stakeholders on matters related to the development and implementation of configuration management, quality assurance, technical information management and information systems, maintenance and supply support tools, life cycle cost and related needs analysis and planning models; Oversee the development, maintenance, monitoring and updating of content of the Database of the Technical Secretariat (DOTS); Coordinate and oversee the IMS configuration management process and act as member of the IMS Configuration Management Board (CMB); Prepare the annual budget of the Unit and plan, supervise and coordinate the implementation of the Unitโ€™s activities; Plan, oversee and coordinate the preparation of terms of reference for contractual arrangements; evaluate proposals and oversee the implementation and management of support contracts, quality assurance and commercial agreements required for efficient agile operations of the IMS facilities; Prepare and present reports and provide inputs and background material for meetings of the Policy Making Organs (PMO); As part of the central logistics support function, provide support to and act as an officer-in-charge of the Technology Support and Training Centre facility as required; Perform other duties as assigned.

Education

Advanced university degree in engineering, logistics or a related field, with emphasis on emergency management and/or agile logistics

Work Experience and Qualifications

At least seven (7) years of relevant working experience in the field of logistical and project management with demonstrated performance at the supervisory and managerial level involving significant financial responsibility, a part of which should have preferably been in an international environment; Experience in providing agile logistics support services in emergency situation such as disaster, military or similar context is required; Sound level of judgement, responsibility and initiative is required; Experience in quality assurance, procurement or contracts management of large-scale goods or services contracts, including facilities management contracts, is essential; Strong analytical and project management skills are essential; Strong ability to communicate effectively in multicultural environment is essential; Ability to identify, analyze and participate in the resolution of issues/problems in a deadline-driven environment; Certification in project management (e.g., PRINCE2) would be considered an advantage; Experience in SAP and business intelligence and related software would be considered an advantage; Experience in change management is desirable.

Languages

Excellent written and oral communication skills in English are essential; knowledge of other official CTBTO languages (Arabic, Chinese, French, Russian and Spanish) is desirable.
