Project Description

Meeting Targets and Maintaining Epidemic Control (EpiC), a global project funded by the U.S. Presidentโ€™s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Department of State (DOS), that provides strategic technical assistance and direct service delivery to achieve HIV epidemic control among all at-risk populations; strengthen global health security (GHS), including outbreak response; expand tuberculosis detection and treatment (TB), improve maternal and child health (MCH), address malaria; and promote health systems strengthening (HSS) including supply chain management.

The EpiC Cameroon buy-in will support the continuation and expansion of life-saving HIV prevention, treatment, care, and support services in Cameroon, building upon the foundational work of previous PEPFAR-funded initiatives. The focus will be on strengthening community-led platforms and integrating them with facility-based systems to increase access to quality HIV-related services, particularly for populations at higher risk of HIV, long distant truck drivers (LDTD), Children and Adolescents Living with HIV (C/ALHIV), HIV-exposed infants (HEIs), and their caregivers. The program will contribute to closing gaps mainly towards HIV case finding (the first 95) while maintaining the gains of the second and third 95 of the UNAIDS target. Collaboration with the Government of Cameroon (including the Ministry of Public Health and the National AIDS Control Committee), PEPFAR clinical partners, the Global Fund, and local community organizations will be essential to ensure the delivery of high-quality, evidence-based case finding, family-centered where necessary and population-specific interventions.

Job Description

The Grants Manager will report to the Director of Administration & Finance and is primarily responsible for managing the administrative processes for contract administration from pre-award to contract close-out. S/he will provide professional expertise in contract administration to ensure full compliance with donor rules and regulations and work closely with the subaward partners implementing under the EpiC Cameroon project. The individual must be able to comprehensively analyze contract terms and conditions to ensure that partner organizations have the organizational capacity or is able to acquire the necessary capacity to successfully perform and meet contractual obligations; be able to interpret USG donor rules and regulations; standardize administrative procedures for efficient award and sub award management; develop documents including templates and ancillary business forms; and develop the capacity and replicate contract portfolio management systems and best practices in award and sub award management.

The Grants Manager will lead the grants team in the efficient operation and maintenance

of an effective contracts portfolio management system. S/he will work in partnership with operations staff and other enterprise services staff to achieve successful and compliant contract performance. The scope of contract administration may include contract

interpretation, compliance with regulatory requirements and restrictions, sub award

administration, and donor relations among others.

  • Provide advisory support to grant recipients in finalizing project descriptions, work plans, and budgets prior to signing agreements. Prepare grant agreements with grant recipients.

    • Establish effective communication and cooperation with grantees on implementation, reporting, information sharing, and subsequent work plans.

      • Ensure compliance in financial management among partners.

        • Coordinate with other field team members to ensure timely delivery of appropriate grant items, including technical assistance and materials.

          • Develop and communicate best practices in grant compliance to ensure that project staff and grant recipients understand and adhere to DOS and FHI 360 grants and policies.

            • Work with field staff to ensure that the procurement process is appropriate for all project purchases.

              • Develop and maintain grant training manuals and materials

                • Prepare monthly reports on the status and results of grant implementation.

                  • Advises the EpiC Senior Management Team on matters of concern and elements of risk that can be detrimental to successful subaward partner performance. Recommend alternative approaches to overcome any negative impact.

                    • Reviews the work of the grants team before submission to the headquarters-based Program Manager and Contract Management Services team, including but not limited to transactions requiring HQ or donor approval such as new sub awards, sub award modifications, salaries, consultant rates, waivers, etc.

                      • Oversee the timely activities of the grants team.

                        • Ensure conflict-sensitive implementation through regular reviews and adjustments under the guidance of the Director.
