CRS Sudan will be implementing a World Bank funded community resilience program to address livelihood gaps and needs in eastern Sudan.ย
Job Summary:ย
Reporting to the Finance Director, the Grants Manager will be overseeing the management of all grant funds, with support from the Finance Director.ย The job holder will provide support to Budget Managers for sub-grants to partners and manage the program grants.ย S/He will work closely with partner program and finance staff and follow up the timely clearing of liquidation and reimbursement documents, advance requests and quarter cash forecast request.ย S/he will strengthen partnerโs grant management capacity, improve communication and enhance effective delivery of program implementation.

Roles and Key Responsibilities:
Overseeing grant implementation and expenditure, ensuring financial and operational compliance, and coordinating with donors and partners. He/She will also be responsible to ensure that all grants to SMEs, Farmer Cooperatives and Consumer Organization (in-kind or in cash) are compliant with the project manual and donor regulations. Supervising the due diligence processes and providing guidance and support to the Grants Officers based in the States. Provides support to program and partners on financial management, reporting and liquidations, and budgeting. Track budget, expenditures of the program grant by partner and funding sources and report on regular basis Regularly lead the review of BCRS, ageing report and questioned costs and take appropriate action with the relevant PM, partner and finance Serve as point of contact for gateway, monitor and update all record and participate in sub recipient monitoringย Work closely with budget managers and partners to review and explain budget levels, timelines, allow ability, etc. and plan quarterly/yearly expenditures. Ensure by closely working with budget managers, partners and CRS finance team that all advances to partners of different projects/grants are released on time. Ensures compliance and completion of partners financial documents and verify whether they are accurate, valid, and are supported by necessary attachments.ย Process routine grant management documents, including periodic reports and payment requests following applicable rules and procedures. Responds to issues that arise during grant agreements and program implementation including financial reporting, issuing modifications, oversight of compliance with terms and conditions and resolution of disputes, and resolving audit findings.ย Oversee project budget development and undertake regular analysis of project expenditure, and lead the preparation of budget amendments/modification.ย In collaboration with CRS finance, handle all audit related activities for the CP program, and follow up with partners to ensure timely closure of findings.Capacity Building:
Serves as a technical support person for the program department and partners to assist in strengthening capacity through training, networking and exchange visits. Provide on-spot assistance and training to all PMs and partners in the overall grant management and supervision, budget planning and utilization, documentation and reporting as required/needed.Monitoring and Reporting:
Coordinating with CRS finance department, participate on the sub-recipient financial monitoring process to conduct regular monitoring internal control system, support partners to develop internal control improvement plans and make a close follow up and support for the actual implementation of these plansย Monitors the financial management of partners to ensure that finance related activities are performed to a high professional standard, effectively implemented and fulfill CRS/Sudan requirements. Carries out other responsibilities given by his immediate supervisors and COP.Basic Qualifications:
Master's Degree or equivalent in financial management and/or accounting. Additional experience may substitute for some education. Minimum 5 years of relevant experience out of which 3 years in a managerial leadership position in Grants and Financial Management Experience in managing moderately complex projects, preferably with an international NGO.Required Languagesย โ Fluent written and spoken English is required; Arabic will be an advantage.
Travelย - Must be able and willing to travel in Sudan up to 25%, including remote field locations
Knowledge, Skills and Abilities:
Experience in donor relations and grants management, e.g. with institutional humanitarian and development donors such as the world bank. Good understanding of donor rules and regulations.ย Proven skills and experience in report and proposal development and working with multiple donors. Good personal organizational skills, including time management, and ability to meet deadlines and work under pressure.ย Staff capacity-building experience.ย Willingness to travel to field offices and work in a difficult environment according to travel requirements.ย Knowledge of Sudanese taxation laws and regulatory reporting procedures for other relevant government departments.ย
Preferred Qualifications:
Good experience in project grants management, including project design, preferably for grants from multiple public donors. Demonstrated ability to write high quality technical proposals. Experience engaging with partner organizations MEAL skills and experience required. Staff management experience and abilities that are conducive to a learning environment. Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems.Key Working Relationships:ย
