    ABOUT THE ROLES

    Transparency Internationalย (TI-S) is currently seekingย TWOย motivated specialists on Gender and Inclusion:

    1)ย aย Thematic Specialistย  (m/f/d)ย to join the Research & Knowledge Teamย to support TIโ€™s organisational approach to gender and inclusion and provide input and advice to different streams of TIโ€™s work, and

    2) aย Gender and Inclusion Coordinator (m/f/d)ย to join theย Inclusive Service Delivery Africa (ISDA)ย project and contribute to the implementation of a four-year project in Africa to tackle the issue of corruption in basic service delivery.ย 

    While the roles will work closely together, their focus will be different, with theย Thematic Specialistย leading on the development of research materials, in particular on the links between corruption and discrimination, and advising on gender-sensitive and inclusive approaches to TI's proposals, project design and programme development, and theย Gender and Inclusion Coordinatorย being responsible for gender and inclusion mainstreaming across all components of the ISDA project and supporting the implementation of regional activities.

    Theย All 4 Inclusive Service Delivery Africaย is a Global Affairs Canada grant over four years, focused on five African countries - Democratic Republic of Congo, Ghana, Madagascar, Rwanda and Zimbabwe. The aim of the project is to improve access to health and education services for groups at risk of discrimination, particularly women and girls. The project will investigate and address internal weaknesses in the design and implementation of anti-corruption legislation, policies and procedures in the education and health sectors - seeย hereย for more information.

    Reporting Line:ย Head of Research & Knowledge (Thematic Specialist) / Sub-team Lead, Regional Initiatives Africa and Asia Pacific (Coordinator)

    Salary Band:ย salary according to TI-S internal salary structure; for both positions corresponding to band PF2 a salary starting 42.000 Euro gross per year depending on relevant experience

    Starting Date:ย as soon as possible

    Contract Duration:ย Currently we can offer an employment contract limited for a duration of 2 years (Thematic Specialist) and until March 2026 (Coordinator)

    MAIN ACCOUNTABILITIES OF THE ROLE

    Based in the Research & Knowledge Team, theย Thematic Specialistย will:

  • Lead efforts to incorporate gender-inclusive and anti-discriminatory approaches into TI-S projects and programmes;
Provide thought-leadership and thematic guidance to TI-S on inclusion and anti-discrimination and lead the development of inclusive project management tools and methodologies; Lead the development of research materials on the link between corruption and discrimination with a focus on service delivery, including leading/coordinating focus group discussions with groups at risk of discrimination and developing corruption risk assessment methodologies to ascertain the discriminatory impact of corruption on service delivery; Produce and disseminate original materials on the linkages between corruption, discrimination and their impact on the delivery of education and health services, including the production of research briefs, scoping papers, policy positions, as needed; Provide quality support and control of project outputs, knowledge products and communication from a diversity and inclusion perspective; Lead the constitution of a TI-S movement-wide community of practice on gender and inclusion and coordinate the activities of this community of practice; Develop and strengthen partnerships with organisations engaged in the anti-discrimination agenda and leading international experts, at the regional and global levels and act as the main contact point for partnerships with relevant experts; Generate ideas, develop concept notes/proposals, and activities that are aligned with organisational priorities; Contribute to day-to-day work implementation, including work planning, budget management, monitoring, and reporting, ensuring that all phases are consistent with the design and delivery schedule and internal processes and procedures; Stay abreast of developments relating to the area of work and be available to respond to on-demand internal and external stakeholder needs; Represent the organisation at relevant fora within area of expertise as needed; build relationships and form alliances with external counterparts, communities of practice and stakeholders; Contribute to the overall functioning of the Research & Knowledge Team by providing proactive and ad hoc support where necessary.

Based in the Projects Team, theย Gender and Inclusion Coordinatorย will:

Provide thematic expertise towards the generation of knowledge and evidence on the linkages between corruption and discrimination and their impact on education and healthcare service delivery for women, girls, and other groups at risk of discrimination; Designย gender-sensitive and inclusive training materials and in collaboration with project stakeholders, deliver trainings on inclusive approaches to anti-corruption, gender and inclusion mainstreaming and on detecting and addressing corruption in education and healthcare service delivery; Provide thought-leadership and thematic guidance to the project in the area of gender and inclusion; Work with project partners to enhance institutional capacities of government bodies to implement and enforce gender-sensitive and inclusive anti-corruption laws, policies and procedures in the health and education sectors; Support the establishment of secure, gender-sensitive and inclusive corruption reporting platforms and mechanisms and the development of social accountability mechanisms to capture risks of corruption and discrimination; Participate in designing and implementing gender-sensitive and inclusive plans, tools and strategies, including global and regional project advocacy and communications strategies; Support the implementation of joint regional and cross-country activities, including the establishment of coalitions, planning of joint activities and dissemination of gender-sensitive and inclusive policy recommendations related to corruption in service delivery; Contribute to day-to-day work implementation, including work planning, budget management, MEL and reporting, ensuring that all phases are consistent with the design and delivery schedule and internal processes and procedures; Contribute to wider gender and inclusion mainstreaming initiatives across the organisation by providing proactive and ad hoc support in close coordination with the TI commitment lead on Gender and Inclusion.

University degree in a relevant field of the social sciences, such as political science, public policy, sociology, gender studies, economics, public administration, or a related field (with an academic emphasis on research in the case of theย Thematic Specialist) 5+ years of relevant professional experience in gender and inclusion mainstreaming with a track record of policy analysis, advocacy and strategic planning, and/or social research with a track record of producing operationally and policy-relevant research Recognised expertise in governance and anti-corruption, gender and inclusion, corruption and discrimination, and inclusive policy analysis required; health or education sectoral expertise or experience an advantage Experience in providing training, CSO capacity building and technical assistance, and quality control to project stakeholders or on applied research projects, preferably in a multi-country/comparative context, with excellent attention to detail Demonstrated organisational and project management skills with strong organisational skills and the ability to successfully manage priorities in a dynamic and fast paced environment Solid understanding of monitoring and evaluation and proven track record of supporting cross-team, country or partner learning (for theย ISDAย project role) Knowledge of, or considerable interest in, the work of TI and the field of anti-corruption, health and education Solid writing, editing and communication skills Strong interpersonal skills and ability to communicate effectively with a wide range of internal and external stakeholders, ability to work in a team as well as independently, particularly at distance communication Results-driven and resilient self-starter, with excellent organisational skills, and ability to effectively respond to complex and competing demands in a fast-paced and dynamic environment Africa regional experience in a professional capacity, and experience of working with African CSOs a distinct advantage, especially for the ISDA project role Professional language proficiencyย in written and spoken English required, with solid writing, editing and communication skills, additional languages (especially French) an asset Proven commitment to social justice issues and the values of Transparency International
