Counterpart International seeks a Gender Advisor to support the planned USAID-funded New Civil Society Activity in the Kyrgyz Republic. This program will support Kyrgyz civil society to build stronger relationships with their constituencies, enhance their resilience in the face of democratic backsliding, strengthen trust-based relationships and networks among diverse civic actors, and generate support for promotion of democratic values through value-based messaging.

Responsibilities

The Gender Advisorโ€™s primary responsibilities are to ensure project activities are adaptive and inclusive of women and vulnerable groups, working closely with local partners and grantees, to ensure program activities align with development goals. Core responsibilities will include:

  • Lead analysis and action planning of gender considerations throughout the implementation of the activity, which will include gender analyses, gender-sensitive monitoring evaluation and learning efforts, and supporting gender-aware do no harm practices.
  • Design programmatic tools that support the ongoing identification and mitigation of gender gaps throughout the life of the activity.
  • Support the development of gender-aware and sensitive learning agenda.
  • Coordinate with and support the Monitoring, Evaluation and Learning (MEL) team in establishing and implementing gender-sensitive monitoring, evaluation, learning and reporting systems. Co-develop data collection and analysis tools for the baseline assessment to guarantee gender and social inclusion considerations.
  • In line with USAIDโ€™s Gender Equality and Female Empowerment Policy, the Gender Advisor will be responsible for gender, equity, and social inclusion (GESI) considerations to feed directly into the Activityโ€™s work plan.
  • Conduct a local systems analysis, with an integrated gender and social inclusion analysis, to inform how the needs of vulnerable groups should be addressed in the local context.
  • Provide partner organizations with ongoing gender integration and social inclusion technical assistance.
  • Ensure the most vulnerable and marginalized populations are represented across all project components, including as staff members, project participants, trainers, facilitators, speakers, evaluators, and so forth.
  • Integrate gender and social inclusion considerations into operational design.
  • Help CSOs build and maintain inclusive networks that incorporate women-led, minority-led and youth-led organizations.

Qualifications

  • Bachelorโ€™s degree in public administration, political science, international relations, or related field required. Masterโ€™s degree preferred.
  • Minimum 7 years of experience working on complex international programs (strategy, implementation, logistics, staffing) preferably those funded by USAID and those conducted in Central Asia, Eastern Europe or Eurasia.
  • Minimum 5 yearsโ€™ experience working in gender equality, womenโ€™s leadership and civic engagement in the Kyrgyz Repubic;
  • Experience mainstreaming gender equality and womenโ€™s empowerment issues within civil society strengthening initiatives
  • Knowledge of the civil society landscape of womenโ€™s CSOs, civic leaders, and influencers.
  • Demonstrated skills in effectively networking disparate actors under joint advocacy efforts.
  • Prior experience in successfully identifying, establishing and nurturing partnerships with a variety of stakeholders; host government, civil society, international and US donors, preferred.
  • Ability to successfully manage and coordinate remote, virtual, and part-time staff in an ambiguous and rapidly developing environment.
  • Ability to manage day-to-day operations and provide deliverables of the project.
  • Excellent oral and written communication skills in English preferred;
  • Native fluency reading and writing in Russian and Kyrgyz.
