Work LocationHome based Expected duration7 Months Duties and ResponsibilitiesThe United Nations Environment Programme (UNEP) is the leading global environmental authority. It sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system, and serves as an authoritative advocate for the global environment. This consultancy is in UNEPโs Climate Change Division, Mitigation Branch, GEF Mitigation Unit and will be home-based. UNEPโs GEF Mitigation Unit works with a portfolio of Global Environment Facility (GEF) medium-size and full-size climate change mitigation projects throughout the world. The projects, which are in various stages of development (concept, design, implementation, closure), are executed by different partners (Ministries, NGOs, etc.). The UNEP GEF Mitigation Unit, in its role as implementing agency, provides oversight and ensures adherence to GEF guidelines. Under the supervision of the Portfolio Manager, the GEF Risk Management Specialist is required provide expert guidance on how to reduce portfolio risk. Thematic areas of the Unitโs projects include those related to net-zero nature-positive accelerator, sustainable cities, electric mobility, energy efficiency, renewable energy and climate transparency. Specific tasks and responsibilities The consultants will be expected to deliver as follows: โข Develop and implement measures for managing and reducing risk of the portfolio; โข Undertake research to identify ways to enhance the risk management of the Unitโs portfolio of GEF mitigation projects; โข Develop a proposal for a risk management log/system in Microsoft Teams, for construction by the Unitโs data team. โข Develop and implement measures to visualize and graphically represent portfolio risk for facilitating decision-making; โข Develop flowcharts for the risk management of high, medium and low-risk GEF projects. โข Develop a traffic light system for rating the risk of each of the portfolioโs medium- and full-size GEF mitigation projects โข Identify opportunities for using the Integrated Planning, Management and Reporting (IPMR) solution system to manage risk and inform senior management of portfolio risk; โข Prepare quarterly reports for senior management on the portfolioโs risk level, level of risk of individual projects and actions taken to reduce risk; โข Provide technical inputs to Task Managers on high risk projects to prepare and implement individual project risk management plans; โข Prepare and give presentations to the Unit on case studies in managing risk of GEF projects; โข Provide summaries on UNEP and GEF policies on risk management. Qualifications/special skillsโข Advanced university degree in one of the following fields is required: engineering, law, business administration, environmental management, policy, economics, development, climate or development finance, architecture, urbanism, or a related discipline; โข A first level degree with additional two years of qualifying experience may be accepted in lieu of an advanced university degree. โข Minimum five years of experience in managing projects related to climate change, environment, or development is required; โข Experience working with GEF projects is required; โข Experience in working with national governments of developing countries is desirable; Languagesโข English and French are the working languages of the United Nations Secretariat.
