The Position:

The position of GBV Information Management Analyst is established within the UNFPA Cameroon country office, with funding support from the European Union and the BMZ towards the GIZ in the UNFPA project โ€œWoman eh, wuna place dey!โ€. โ€œWoman eh, wuna place dey!โ€ aims to strengthen gender-based violence (GBV) prevention and response in the North West and South West regions of Cameroon. โ€œWoman eh, wuna place dey!โ€ is part of a larger GIZ project called โ€œSupporting civil society participation and gender equality CSO Strengthening and Gender Inclusivityโ€ (PROSCIG).

Under the overall supervision of the UNFPA Representative, programme implementation oversight by the Deputy Representative, and the direct supervision of the GBV Coordinator, the GBV Information Management Analyst will be responsible for supporting the availability of timely, accurate, and comprehensive data and information on GBV. The incumbent will specifically contribute to โ€œWoman eh, wuna place dey!โ€ outcome 1: Evidence-based GBV programming, planning, and preparedness is strengthened towards coordinated GBV information management. and UNFPAโ€™s broader GBV and women's empowerment initiatives. Under the overall supervision of the UNFPA Representative, programme implementation oversight by the Deputy Representative, and the direct supervision of the GBV Coordinator, the GBV Information Management Analyst will be a part of the GBV Unit led by the GBV Coordinator. The incumbent will be responsible for supporting the availability of timely, accurate, and comprehensive data and information on GBV, thereby contributing to โ€œWoman eh, wuna place dey!โ€ outcome 1: Evidence-based GBV programming, planning, and preparedness is strengthened towards coordinated GBV information management.

Furthermore, the work of the incumbent will support UNFPAโ€™s broader GBV and women's empowerment work according to result 4 of the UNFPA's 8th Country Programme in Cameroon, contributing to UNFPA Strategic Plan transformative result of ending GBV. Their work will be integrated within the UN Sustainable Development Cooperation Framework, particularly Pillar 2.2 on human capital and gender equality, ultimately contributing to progress towards the achievement of SDG 5 and on the implementation of national frameworks to end GBV such as the National GBV Strategy.

Job Purpose:

The GBV Information Management Analyst will serve as a key technical resource for the collection, analysis, and dissemination of GBV data and information. The Analyst will contribute to strengthening GBV information management systems, enhancing the capacity of GBV actors in data management, and producing information products that inform evidence-based GBV interventions. The Analyst will also support the monitoring and evaluation of GBV programs to ensure effectiveness and accountability.

You would be responsible for:

A. Supporting the collection, analysis, monitoring and dissemination of GBV data:

Contribute to the development and implementation of data collection tools and methodologies relevant to GBV, including M&E indicators and processes, ensuring ethical and safe data handling. Engage in robust analyses of primary and secondary GBV data to identify trends, patterns, and gaps, contributing to evidence-based programming and planning. This includes analysis of GBV response progress and gaps to inform geographic targeting and required service types. Specifically analyze data to assess program effectiveness against established indicators, identify areas for improvement, and contribute to program reviews within an result based management framework. Support the integration of GBV data into multisectoral analyses, assessments, and planning tools conducted by humanitarian and development actors. Develop regular information management products, such as dashboards, service mappings, 3/4/5Ws matrices, and other visualizations, to effectively communicate GBV needs and responses, and include specific products in relation to the North West and South West regions. Ensure these products include data related to program monitoring and evaluation, and contribute to reporting on program outcomes. Ensure the quality and standard of GBV data and information submitted by GBV actors, providing feedback and support as needed.

B. Supporting the management and utilization of GBV information systems:

Provide technical support for the utilization and potential scale-up of the GBV Information Management System (GBVIMS), and potentially GBVIMS+ (Primero). Support the assessment of new Data Gathering Organizations (DGOs) for inclusion in GBV information management systems. Contribute to the development and updating of Information Sharing Protocols (ISPs) for GBV data management, ensuring alignment with ethical and technical standards. Support the monitoring and maintenance of data within GBV information systems, ensuring data accuracy, completeness, and confidentiality.

C. Contributing to GBV assessments, analysis and knowledge generation:

Provide technical support to the planning, implementation, and analysis of GBV-related assessments, including safety audits and risk perception surveys, with a focus on the North West and South West regions. Support the annual qualitative study โ€œVoices of Cameroonโ€ in the North West and South West regions, contributing to the collection, analysis.ย  Dissemination of findings to inform GBV programming of all actors, and use these findings to inform program adaptation and contribute to recommendations for improved M&E processes.

D. Capacity Building and Coordination:

Provide regular capacity building support to GBV actors, including Women-Led Organizations (WLOs) and Women's Rights Organizations (WROs), on GBV information management and reporting tools, result based management and M&E principles. Support the GBV Coordinator in fostering effective communication and information sharing among GBV partners and relevant stakeholdersย  Actively participate in relevant coordination meetings and working groups to ensure GBV data and information needs are addressed and information products are shared effectively.

E. Project Support:

Provide accurate and up-to-date information, including M&E data and analysis, for effective project monitoring and reporting related to the GIZ project, aligned with Result-Based Management (RBM) principles and framework used at UNFPA. Contribute to the preparation of progress reports, donor reports, and other relevant documentation related to GBV information management, ensuring reports include progress against indicators and contribute to assessing project outcomes and impact. Support the development and tracking of project-specific M&E plans and indicators, in coordination with the GBV Coordinator. Assist in the collection, compilation, and quality assurance of data for project monitoring, including data related to project outputs, outcomes, and impact. Contribute to project reviews and evaluations, providing relevant data and analysis to inform recommendations for project adjustments and improvements, including within the framework of the country programme. Support the use of M&E findings to inform project decision-making and adaptive management, within an RBM framework. Ensure this is integrated in the UNFPA country programme M&E framework and used in fundraising for complementary funding to end GBV in Cameroon.ย

Qualifications and Experience:ย 

Education:ย ย 

Masterโ€™s degree in Information Management Systems, Public Health, Demography, Statistics, Sociology, Social Work, or another social science is required. Specific training course certificates and diplomas on M&E and information management on GBV are highly desirable.ย 
ย 

Knowledge and Experience:ย 

Minimum of 2 years of professional experience in information management and monitoring and evaluation, including secondary data reviews, 3/4/5W reporting (humanitarian), and gap analysis is required. Demonstrated experience working in information management related to Gender-Based Violence is essential.ย  Demonstrated experience working in information management within the humanitarian sector is highly valuable. Specific experience within the Protection Cluster or GBV or Child Protection Area of Responsibility is a significant asset. Experience with Result-Based Management (RBM) frameworks and tools is highly desirable. Familiarity with GBV Information Management Systems (GBVIMS) is highly desirable. Demonstrated understanding of the survivor-centered approach to GBV programming, particularly in the context of information management. Experience in database development, usage, and management. Demonstrated capacity to analyze data and statistics for humanitarian operations. Work experience in the UN or other international development organizations is an asset. Previous experience with development/humanitarian organization would be considered an asset.
