THE EXECUTIVE DIRECTORATE (EXD)

The Executive Directorate (EXD) is the steward of OECD resources, on behalf of the Secretary-General. Our focus is on people and their wellbeing; the effective and efficient management of the budget; the safety and security of staff, Delegations, visitors, and of the OECDโ€™s data; maintaining and sustaining physical and digital infrastructure; and enabling the convening power of the OECD through conferences, meetings and events, whether virtual, physical or hybrid. As well as providing corporate services, functions and management support to our staff and Members, we provide integrated, strategic and expert advice on corporate policies and management issues to the Secretary-General, to Council and to Standing Committees, to which we regularly report on corporate matters. We also provide compliance and risk management functions (for management areas under our purview). THE PROGRAMME, BUDGET AND FINANCIAL MANAGEMENT SERVICE (EXD/PBF)

Within the Executive Directorate (EXD), the Programme, Budget and Financial Management Service (EXD/PBF), employs a workforce of approximately 115 staff who provide stewardship of the Organisationโ€™s financial resources on behalf of the Secretary-General. The service is composed of six main business units: Accounting & Financial Support Division; Corporate Procurement Group; Engagement and Strategic Transformation Division; Programme of Work Management Division; Resource Management Systems Division; and Voluntary Contribution Management Group.

Within EXD/PBF, the Voluntary Contributions Management Group (VCM) provides support and advice for the management, administration, and control of voluntary contributions and grants offered to the Organisation. The Group has two teams: Review Acceptance and Administration (RAA) Team and the Reporting, Control & Compliance (RCC) Team, as well as VCM Transversal (TSV) which manages group projects, accounting controls, and provides support to both teams. The VCM Group is under the responsibility of the VC Management Coordinator.

The RCC Unit manages the compliance reviews of financial reporting to donors, coordinates and assists with external and internal VC audits, and performs controls and adjustments on VC accounts. RCC provides strategic advice & best practices to Directorates through these workstreams and offers dedicated guidance and training.

Job Description

VCM/RCC is recruiting several Financial Reporting, Control, and Compliance Officers who will report to the Head of RCC Unit. Depending on business need, candidate qualifications, professional experience and performance in the recruitment process, the appropriate grade will be proposed.

Main Responsibilities

Donor Reporting, Control, Compliance and VC Accounting

Review, sign off on financial reports on VC income & spending, ensuring compliance with SAP accounts, OECD financial rules, and donor agreements. Includes financial reports of varied complexity, taking lead on multi-stakeholder reports.Provide advice to Directorates on financial reporting, collaborating to ensure consistent application of best practices.Execution of VC account adjustments and controls, including wind-down of complex projects and resolution of anomalies. Assist with managing refund & suspense accounts, accounting close and reporting.Provide guidance on VC administration procedures, accounting, and costing policies.Provide high-quality client service and foster collaborative relationships, solving problems rapidly and independently.

Audit & Donor Support

Provide support on EU audit requests for successful outcomes, efficiency of process. Assist with External Auditor queries on VC accounts.Ensure effective response to donor queries on financial reports.Keep abreast of EU regulations and OECD-EU agreements, advising on related matters and practices.Liaison with VCM Transversal team for improvement projects and any donor eFiling requirements.

Analysis, Reporting, and Communications

Develop and update finance-related guidelines, policies, and procedures on workstreams.Develop training sessions on VC policies and practices.Assist in tracking, documentation, coordination, and communication of VC lessons learned; fostering collaboration and knowledge sharing.Prepare analyses, reports, KPIs, dashboards, and communications. Represent RCC Unit at corporate meetings, including giving presentations.

Contribute to improving processes through automation and risk control; idea generation, drafting business requirements, testing, training and drafting guidelines.Liaise with VCM Transversal and Systems Teams on projects and planning as needed.Supervise the BO Reporting of RCC Team, including idea generation for new reports and improvement of existing reports, and data clean up. Ensure necessary controls and reminders performed.Help with organisation of RCC Team filing systems, ensuring lean processes and efficient access.

Miscellaneous

Provide advice and coaching to RCC Team on all RCC workstreams.Assist RCC Head of Unit and Financial Controller as needed.

Qualifications

Academic Background

University degree in accounting, financial management, audit, business administration, law or related field. A professional certification in finance/accounting domain (e.g. chartered accountant, MBA) would be an advantage.

Professional Background

Minimum of 3-4 years practical experience in accounting, financial management, audit, or relevant equivalent.Experience in donor financial reporting, audits, auditor queries, including data collection and drafting responses. Experience with EU VCs.Experience developing, interpreting and implementing financial & costing policies and procedures.Experience in developing communications, guidance, and trainings of a financial nature to audiences of varied backgrounds.Experience advising team members, clients and stakeholders at all levels.Experience in execution of accounting journal entries, control and analysis of financial data; developing reports and presentations.Experience in solution-oriented problem solving, and flexibility to cope with strict, conflicting deadlines.Experience with Key Performance Indicators, and automating processes to reduce operational risk, increase efficiency.Autonomous, Self-motivated with positive approach and experience working in a multicultural environment.

Tools

Good command of Microsoft Office applications (Excel, PowerPoint, Analysis, Word and OneNote), with advanced knowledge of data extraction and manipulation. Knowledge of the Organisationโ€™s financial and administrative systems (SAP FI, GM, FM, Business Objects and Power BI) would be an advantage.

Languages

Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with commitment to reach a good working level.

Contract Duration

This vacancy will be used to fill multiple positions. The appointment type/level will be determined based on the needs of the Directorate and will be confirmed when an offer of employment is made to the selected candidate.

What the OECD offers

The monthly salary starts at 5 902 EUR, plus allowances based on eligibility, exempt of French income tax.

The appointment may be made at a lower grade based on the qualifications and professional experience of selected applicant.
