Project Description

Meeting Targets and Maintaining Epidemic Control (EpiC), a global project funded by the U.S Government and the U.S. Presidentโ€™s Emergency Plan for AIDS Relief (PEPFAR), that provides strategic technical assistance and direct service delivery to achieve HIV epidemic control among all at-risk populations; strengthen global health security (GHS), including outbreak response; expand improve maternal, newborn, and child health (MNCH), address malaria, improve nutrition; and promote health systems strengthening (HSS) including supply chain management. In Haiti, EpiC implements HIV, MNCH and nutrition activities, working closely with the Ministry of Public Health and Population (MSPP)

Job Description

The Finance Officer will support the MNCH and nutrition activities in Haiti under the Associate Director (AD) for Finance & Operations supervision in all financial management, administration and other operational functions of the project. They will provide support in areas of financial management, accounting and record keeping within the project and ensure that all functions under the implementing partners are conducted in an efficient manner and in compliance with USG and FHI 360 policies, procedures and regulations. The position requires close collaboration with other operations staff within EpiC and the FHI 360 Haiti country office to ensure application of FHI 360 and USG regulations, policies and practices.

The position will be based in FHI 360โ€™s office in Haiti, Petion-ville. Preference is for Haitian national candidates.

Accountabilities

  • Prepare and review activities budgets, pipeline reports, and budget for compliance with DOS/EpiC and FHI 360 standards.

    • Prepare monthly financial pipeline and other reports for submission in accordance with EpiC directives.

      • Support the timely closure and submission of monthly financial and accounting reports and any other specifically required financial reports, such as quarterly pipelines to HQ

        • Perform/review reconciliations with respect to bank, balance sheet, vendors, inventory etc.

          • Support the development of national and regional-level budgets for programming activities, working closely with finance and program staff in the regions.

            • Assist in the development of sub-awardee budgets and provide capacity-building technical assistance to sub-awardee staff.

              • Assist grant staff to correctly interpret and apply FHI 360, DOS, and EpiC policies, systems, and regulations related to finance and budget management.

                • Review sub-awardee monthly financial reports and conduct scheduled financial review visits.
