JOB TITLE: Finance Officer
TYPE OF CONTRACT: Fixed-Term NO-A / Service Contract SC8
DUTY STATION (City, Country): Tindouf, Algeria (subject to confirmation).
DURATION: 12 months (renewable)
BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
Algeria has been hosting refugees from Western Sahara since 1975 in camps near the town of Tindouf in South-Western Algeria. Situated in harsh and isolated desert environment, opportunities for self-reliance in the camps are limited, forcing people to depend on humanitarian assistance for their survival. The latest 2024 Food Security Assessment confirmed that over 80 percent of the Sahrawi camp populations dependent on humanitarian food assistance to meet their needs, with 6.5 percent severely food insecure, 57.2 percent moderately food insecure, and 14.6 percent vulnerable to and/or at risk of food insecurity. The 2025 Nutrition Survey revealed unprecedented spike in acute malnutrition, with 13.6 percent of children aged 6โ59 months affected โ the highest rate recorded in over a decade. One in three children is stunted, reflecting long-term nutritional deficiencies, while anaemia remains widespread, affecting 65 percent of children and 69 percent of women of reproductive age.
WFP currently provides the main regular and reliable source of food, particularly fortified food, in the camps. Upon the request of the Algerian Government, WFP has been present in the country since 1986. WFP Algeria Interim Country Strategic Plan (ICSP) for 2019-2022 was extended to February 2026 to allow for additional consultations with the Government and other stakeholders on the new ICSP. The ICSP continues to focus on helping address the basic food and nutrition needs in camps.
The Finance Officer reports directly to the Country Director, providing comprehensive financial oversight and support to the Country Office. This role encompasses all aspects of financial management, including budgeting, reporting, compliance, and financial analysis. In addition to core finance responsibilities, the Finance Officer also oversees the Administration and IT functions across both Algiers and Tindouf offices, ensuring operational efficiency and alignment with organizational standards.
KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):
- Maintain awareness of corporate finance and resource management strategies and major ongoing programmatic initiatives, participating where appropriate using finance and resource management expertise.
- Contribute towards the development of country specific plans and processes, aligned with Regional and wider WFP strategy, policies and processes to meet the food assistance needs of beneficiaries within the Country.
- Report on key data for financial status and outcomes of projects in accordance with corporate governance requirements, ensuring accuracy, deadlines, and accounting processes are complied with. Monitor budgets and carry out forecasting for new and ongoing projects according to established corporate procedures and requirements.
- Perform bank reconciliations, disbursements, clearance of receivables, overall cash management and monthly financial closures on a regular basis in accordance with corporate requirements. Where necessary, deliver core administrative services, working with contractors and following standard processes to provide cost-effective, quality and timely services to WFP staff.
- Where necessary, undertake basic human resource functions related to staff benefits, recruitment of local staff, and training. Collate data and contribute to preparation of accurate and timely reporting, providing management with financial, staffing and resource usage information to enable them to make informed decisions.
- Track and collate data to support others to improve policies, systems and procedures in order to minimise financial risks, improve the efficiency and effectiveness of operations, and ensure services are aligned with business objectives.
- Contribute to the delivery of financial controls and insight into WFP performance, supporting periodic risk and internal control assessments to identify areas which may present potential audit, compliance or financial risks.
- Guide and supervise more junior staff, acting as a point of referral and supporting them with more complex analysis and queries. Represent unit/CO at internal meetings, external meetings and events with other UN agencies, banks and other financial institutions, or other partners and entities as required.
- Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy food and needed resources to affected areas at the onset of the crisis.
- Oversee the Administration and IT functions in Algiers and Tindouf, ensuring alignment with organizational standards and operational needs.

STANDARD MINIMUM ACADEMIC QUALIFICATIONS:
Education:
Advanced University degree in Finance, Business Administration, Accounting, or related fields, or First University degree in the same subject(s) with additional years of related work experience plus membership in an international recognized professional accountancy body such as Association of Chartered Certified Accountants (ACCA), Institute of Certified Public Accounts (ICPA) or equivalent.
Experience:
Total relevant 5 years of experience including 1 year of Professional (Supervisory) experience.
Financial management
Budgeting and accounting
Financial analysis and reporting
Managing financial transactions
Implementing internal controls and compliance procedures.
Knowledge & Skills:
Comprehensive analytical skills and advanced level of knowledge in application such as ERP systems (e.g., SAP) and MS Office tools.
Familiarity IPSAS standards
Strong organizational and communication skills
Language:
Fluency (Level C) in English and French languages.
