Danish Refugee Council, one of the worldโ€™s leading humanitarian NGOs, is currently looking for a highly Finance Officer to join our team in Iraq.

About the Job

The Finance Officer will be responsible for supporting the financial management and coordination of partnerships with local and international partners, ensuring compliance with internal and donor requirements. The role will involve both finance management and partnership coordination to support smooth financial operations and collaboration with implementing partners.

Responsibilities:

Finance Management

Responsible for Country Office cash safes, cashbooks, and all tasks related to cash management, including booking cash payments on MS Dynamics. Manage banking operations, including maintaining cashbooks and booking bank payments on MS Dynamics. Perform cash and bank reconciliation on a regular basis. Conduct cash counts as per the assigned timeline and maintain accurate documentation. Support the audit process by preparing financial documents and reports as needed. Scan and extract supporting documentation, ensuring secure and organized filing. Follow up with DRC bank accounts and coordinate with relevant stakeholders to update authorized personnel at all levels.

Partnership Coordination

Coordinate with local and international partners, including consortia and implementing partner approaches, in collaboration with the Finance Manager and other relevant departments such as Program Development. Support the review of partners' budget proposals and Sub-Grant Agreements (SGAs). Receive, review, and book partners' financial reports and supporting documentation, ensuring alignment with donor regulations and DRC internal procedures. Ensure costs booked in DRC Dynamics are reconciled with partner financial reports. Support partners during audits and assist with the closure of financial reports. Actively participate in kick-off meetings, grant review meetings, and close-out meetings with partners. Conduct capacity-building sessions and training for partners' finance personnel as needed, under the supervision of the Finance Manager.

Transfers and Payments

Ensure all payments are made timely and in accordance with existing DRC forms. Ensure compliance with national law and engage with authorities, tax advisors, and stakeholders to meet tax obligations. Verify that payment documents comply with DRC internal financial procedures and donor regulations. Coordinate the proper transfer of funds from DRC HQ to the country office. The responsibilities listed in the JD are not exhaustive and may be readjusted according to operational needs but will remain in line with the overall purpose of the role.

Accounting

Record all expenses in DRC Dynamics promptly and with high accuracy. Maintain up-to-date cashbooks reflecting actual cash and bank balances in all currencies. Reconcile all bank account statements regularly. Maintain a proper filing system for financial documents to ensure efficient auditing and reference.

Budget Control, Planning, and Reporting

Support in coordinating with Budget Holders for regular budget follow-up and monitoring. Support in preparing budget control tools and donor reports as required. Contribute to the development of new project proposals with financial data and budgeting. Generate bi-weekly cash books, monthly stock updates, and comprehensive financial reports with all supporting documentation. Utilize DRC Dynamics functionalities accurately within the area of responsibility.

About you

Experience and technical competencies:

Minimum of 2 yearsโ€™ relevant work experience in financial/accounting field with an international organization. Well-developed organizational and planning skills in order to meet deadlines, self-motivated and proactive. Good communication skills. Honest and trustworthy person. Excellent computer skills โ€“ proficiency in Excel spreadsheet and able to work with Power Point and Word.

Education:

University degree in Finance/Accounting/Commerce/Business Administration or equivalent professional qualification

We offer

Contract length: One year (Upon donor confirmation).

Position Band: This position will be placed at Non-Management band (H).

Start date: 6 April 2025 (Upon donor confirmation).

Duty station: Erbil, Iraq (Country Office), with travels to the area offices as needed.

Salary and conditions will be in accordance with Danish Refugee Councilโ€™s Terms of Employment for Nationals or Expatriates.
