What we are looking for
Experience as Finance Manager or in a similar role from a humanitarian/recovery context, with a strong financial management background and technical expertise.
What you will do
To oversee, manage, develop and strengthen all Finance functions to provide efficient and effective financial management support to the NRC Ukraine Country Programme with special focus on:
the strategic development and management of budgets, and effective allocation of resources, developing the capacity of local partners to manage and implement increasingly bigger and more complex projects,ย ensuring NRC processes are as streamlined as possible; balancing operational efficiency with donor, and NRC global, requirements.ย ยKey responsibilities
Contribute to the development of the country strategy and plan of action on finance. Contribute to the optimisation of country structures, systems and resources to support programme implementation. Implement NRCโs financial systems, routines and procedures ensuring that the Ukraine finance management set-up adheres to Financial Handbook, NRC policies. donor and auditor requirements. Ensure line managers and staff with financial responsibilities receive adequate training, and technical support on finance matters. Maintain overall budget control and monitor cash flows. Support annual income forecasts, master budgets, budget scenario planning, etc. with a focus on medium to long-term planning vis-ร -vis financial requirements. Work closely with NRCโs Partner Finance Team and implementing partners (local NGOs) to streamline the report review and disbursement process. Management of financial team and ensure the Ukraine Finance Team continues to develop its capacity to manage accounts for activities in Poland. Provide regular analysis and reports. Play an active role in risk management including the implement anti-corruption policies and oversee all internal and external audits in coordination with the RAC function. Ensure that filing systems and archives (digital and paper) are according to NRC standards across all offices, including ensuring all reconciliation and supporting documents are safely stored.What you will bring
3-5 yearsโ experience working in a similar role in Financial aid/recovery context. Degree in Finance or a professional qualification in accounting. Knowledge of donor rules and regulations for international donors, such as NMFA, UN Agencies, ECHO, US Government, GFFO, FCDO, etc. ย Strong management, planning and leadership skills. Experience working in complex and volatile contexts. Fluent in English (oral and written), Knowledge of Ukrainian or Russian is an added advantage. Knowledge of the context in Ukraine is an advantage,ย Knowledge of Agresso and Ukrainian accounting systems is an added advantage.Download the detailed job description hereย to learn more about the position.
