CHAI was founded in 2002 in response to the HIV/AIDS epidemic with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. CHAI has been selected as the Principal Recipient (PR) of the new Global Fund grant (GC7) in the DRC. This grant will cover a three-year period, from October 1, 2024 to December 31, 2026, with a total budget of over 150 million USD.
The main objectives of GC7 are to :
1. Reduce new HIV infections by 95% by 2026,
2. Reduce new infections among infants born to HIV-positive mothers to less than 50 new infections per 100,000 live births,
3. Reduce HIV-related mortality from 31% to 5% by 2027,
4. Help accelerate progress towards the eradication of the tuberculosis epidemic in the DRC by reducing the incidence rate from 318 to 311 per 100,000 inhabitants, and the tuberculosis mortality rate from 44 to 28 per 100,000 inhabitants,
5. Reduce by 95% the stigma, discrimination and social inequalities associated with HIV-TB for PLHIV, key populations and other vulnerable populations.
As PR, CHAI is responsible for setting up a management unit to organize, implement and monitor the project in order to achieve the set objectives. For the start of activities, CHAI RDC is recruiting a Finance Manager, whose job summary is given below
The Finance Manager is responsible for the compliance of CHAI RDC's financial information, asset management, risk management and financial management. This includes compliance with financial agreements with donors, management and financial review of the structure, optimization of procedures and management system based on best practices according to International Standards.
Responsibilities
- Ensures that grant funds are made available by sending requests for funds to donors and following up on disbursements;
- Validates requests for disbursement of funds to Sub-Recipients and coordinates the liquidation of all disbursements and supplier invoices.
- Responsible for applying CHAI and donor financial procedures and policies;
- Responsible for optimizing and strengthening financial systems and procedures;
- Organizes and implements a multi-site accounting system using TOM2 PRO WEB software.
- Responsible for monitoring, reconciling and forecasting cash flow;
- Monitors the budget and coordinates budget revisions in conjunction with the programmatic and procurement departments and coordinates everyone's comments on budget variances;
- Coordinates and monitors the work of external agents such as the tax agency;
- Responsible for liquidating tax liabilities and avoiding tax adjustments.
In addition
- Advise the Country Manager on all aspects of finance;
- Oversee the proper use of financial systems, procedures and management of financial personnel;
- Collaborate closely with project managers in the overall financial management of grants (budget monitoring and review), in accordance with the policies and agreements of the Global Fund and other donors;
- Implement procedures, dynamic management tools and systems to guarantee financial management and the quality of information;
- Set up a financial and budgetary control and monitoring system at UGPR and SR level.
- Develop a financial operational risk management plan and monitor its implementation
- Establish standards and procedures to ensure that financial and operational risk management measures throughout the grant are effective in preventing, detecting, identifying and correcting non-compliance;
- Contribute to low-risk public procurement processes for the acquisition of goods, services and works, and for the recruitment of CHAI staff;
- Actively participate in the preparation of budgets for funding proposals: Coordinate the preparation of all project budgets in accordance with donor agreements;
- Oversee the timely production of financial reports ;
- Asset management, including regular monitoring of fixed asset management
- Represent the UGPR before the CHAI internal audit office, the financial control and management firm, and external auditors (LFA, etc.) with regard to audits, controls and verification reviews
Qualifications
- University degree in economics, financial management is required. Professional accounting diploma or similar preferred.
- At least 15 years' financial management expertise in a similar project, including 3 years' experience in the accounting department of a donor-funded program.
- Proven knowledge and good practical experience of international donor rules and procedures, as well as financial policies and techniques, particularly with the Global Fund.
- Previous work in a non-governmental organization (NGO), with experience in an international organization.
- Autonomous and independent
- Very advanced knowledge of TOM2PRO WEB or other ERP accounting software.
- Expertise in team training and capacity building, working to ensure quality of work and compliance with established policies and procedures.
- Be rigorous, meticulous and able to work in an unstable environment and be practical in the circumstances.
- Ability to work under pressure
- Ability to write synthetic reports
- Proven ability to build and maintain effective working relationships with partner NGOs, community-based organizations and international donor agencies.
