In 2023, two-thirds of Afghanistanโs population need urgent humanitarian assistance to survive as the countryenters its third consecutive year of drought-like conditions and the second year of crippling economic decline while still reeling from the effects of 40 years of conflict and recurrent natural disasters. The mission employs 450 staff in five operational bases : Kabul, Helmand, Ghor, Daikundi, and Badakhshan. ACF teams address the underlying conditions leading to deadly malnutrition and food insecurity and provideaccess to basic health services
Kabul base hosts the coordination office in charge of implementing water, sanitation and hygiene and nutrition projects aiming to reduce acute malnutrition in the Kabul Informal Settlements and in 26 health facilities. There are 103 National employees in Kabul with majority of expats located in the capital. There is a well-equipped guesthouse for expats, a coordination office and warehouse located separately. A variety of restaurants and supermarkets are accessible depending on security rules and context. Movements may be restricted and a curfew strictly imposed.
In Helmand, Action Against Hunger has implemented three integrated projects in water, sanitation and hygiene, nutrition, and mental health and care practices with a strong link to protection. Expatriate living conditions are restrictive with basic conveniences including internet access 24/7.

Under the supervision of the Head of finance department the finance expert will support the Senior Management Team (SMT) and the Finance team to face the finance challenges linked to the recent changes in the Afghanistan context and scale phase of the mission.
More specificaly the finance expert will be in charge of :
- Budget Management
- HR management
- Audit & Archives management
- Accountancy Management
- Treasury & Cash management
Votre profil
You holde a Master Degree in Finance and/or Accounting or similar field.
At least 5 years of experience as Finance Head of Departmennt or similar position is required
You have an experience managing a team (supervision, delegation, motivation, addressing conflicts).
You've got an extensive knowledge and understanding of Humanitarian coordination mechanism
You are recognized for an ability to grasp a wide range of complex issues and synthetize them strategically.
You have demonstrated autonomy, decision making and ability to work under pressure.

2 months fixed term contract under French legislation
Monthly gross salary from 2597 to 2968โฌ upon experience
Monthly per diem and living allowance: 453โฌ net, field paid
Monthly country allowance: 450โฌ
16% of the gross monthly salary for pension insurance reimbursement for non-French citizens
Transportation and accommodation: Coverage of transportation costs and guest house
Medical coverage: 100% coverage of medical expenses and repatriation insurance
Leaves and RnR: 25 days of paid leaves per year, 20 RnR per year and 215 โฌ at each RnR period
