Through its contributions as interim Principal Recipient (PR) and provider of technical assistance in over 53 countries since 2003, UNDPโs provision of integrated policy, implementation and capacity development support to countries has yielded significant health and development results in challenging operating environments.ย
In South Sudan, UNDP has been the PR of the Global Fund grants on behalf of the Government of South Sudan since 2004. Since then, working in partnership the Ministry of Health and national stakeholders, technical partners and donors, UNDP has been managing the Global Fund HIV, TB and Health Systems Strengthening grants in South Sudan. UNDP is also the main PR for the Global Fund Covid-19 Response Mechanism (C19RM) launched in April 2020. The Global Fund grants aim at providing TB and HIV services, building resilient and sustainable systems for health, and mitigation the impact of Covid-19 (the โGrantsโ).
In its role as PR, UNDP ensures compliance with the Grant Agreement with the GF and in line with corporate agreements with the GF and UNDP rules, policies and procedures. UNDP has the overall responsibility for the achievement of Programme objective and targets.
Duties and Responsibilities
Scope of Work
(a) Ensures implementation of operational strategies, adapts processes and procedures focusing on achievement of the following results:
โข Full compliance with UN/UNDP and GFATM rules and regulations of financial processes, financial records and reports and audit follow up; implementation of the effective internal control framework.
โข CO Finance business processes mapping and elaboration of the content of internal Standard Operating Procedures in Finance in consultation with the direct supervisor and office management
(b) Ensures administration of budgets and functioning of the optimal cost-recovery system focusing on achievement of the following results:
โข Preparation and modifications of budgets for UNDP development projects, follow-up with HQs on ASL for development projects.
โข Presentation of researched information for planning and status of financial resources of the unit.
โข Regular update on the status of payment of salary support for the Ministry of Health and provision of budget variance analysis to the supervisor.
โข Provision of the weekly financial reports as required by the Finance Specialist for better administration of budget in ATLAS.
(c) Provides accounting and administrative support to the GFATM PMU focusing on achievement of the following results:
โข Proper control of the supporting documents for payments and financial reports for NEX/NGO projects; preparation of all types of vouchers, and payments execution including the General Ledger Entries
โข Maintenance of the internal expenditures control system which ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted in Atlas; payrolls are duly prepared and processed; travel claims, and other entitlements are duly processed
โข Timely follow up and accounts closure including open travel-related case through Travel & Expense module.
โข Timely corrective actions on unposted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers. Timely response to CO and HQ requests to resolve financial data issues.
โข Maintenance of the Accounts Receivables for UNDP projects and follow-up with partners on contributions, deposits creation in Atlas and their application to AR pending items.
โข Periodic liquidation and forecast of prepayment cases.
โข Periodic reconciliation exercise with the frequently used vendors.
โข Proper filing of the documents such as CDRs, Project Budget Revisions, Payment Vouchers, General Ledger Entries
(d) Ensures facilitation of knowledge building and knowledge sharing in the CO focusing on achievement of the following results:
โข Organization of trainings for the operations/ projects staff on Finance.
โข Synthesis of lessons learnt and best practices in Finance.
โข Sound contributions to knowledge networks and communities of practice.ย

Education:
Secondary Education with specialized certification in Accounting and Finance. University Degree in Business or Public Administration would be desirable, but it is not a requirement.Experience:
