The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote sustainable and inclusive development and regional connectivity in the Asian and Pacific region. ESCAP’s role as a regional development arm of the United Nations Secretariat is to support its membership with policy oriented research and analysis, normative support and technical assistance and capacity building, to respond to the development priorities and changing needs of the Asian and Pacific region.
This position is located in the Financial Operations Unit, Financial Resources Management Section, in the Division of Administration. The incumbent reports to the Chief of Financial Operations Unit.
Under the direct supervision of the Chief of Financial Operations Unit, and overall supervision of the Chief of Financial Resources Management Section, the incumbent is required to perform the following functions:
•Undertakes reviews, analyses and preparation of the medium-term plan and its revisions.
•Reviews, analyses and assists in the finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements, including programmatic aspects; ensures compliance with the medium-term plan and other legislative mandates.
•Assists managers in the elaboration of resource requirements for budget submissions.
•Undertakes research and provides support to higher level Finance & Budget Officers with respect to budget reviews of relevant intergovernmental and expert bodies.
•Monitors budget implementation/expenditures and recommends reallocation of funds as necessary.
•Reviews requisitions for goods and services to ensure (a) correct objects of expenditure have been charged, and (b) availability of funds.
•Monitors extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures.
•Assists in the preparation of budget performance submissions.
•Assists in finalization of budget performance reports, analysing variances between approved budgets and actual expenditures.
•Monitors integrity of various financial databases.
•Co-ordinates with other finance and budget staff on related issues during preparation of budget reports.
•Reviews, analyses and processes payments to third-parties, commercial entities, individuals and troop-contributing countries, with respect to settlement of certified death and disability, contingent-owned equipment, stores, pay and allowances, and letters of assist claims.
•Provides project management and administrative support to aligning ESCAP’s Service Delivery capabilities to the SG’s global reform initiatives including the Business Operations Strategy (BoS 2.0), the Country Back-Office (CBO) initiative, Knowledge Gateway Global project; and CRM (Siebel) replacement project
•Provides project management to FRMS Cost Recovery Review Project. This includes revamping the service catalogue; documenting the current process, collecting statistics, validate information received, coordinate meetings; and follow-up and coordinating ESCAP’s 250+ service lines to apply the correct cost recovery costing principles.
•Works with the Bangkok Service Hub teams to update the portal in its roll-out phase, including knowledge and forms (online forms); service list update (additional services); improves SOP/SLA of ESCAP Services; and develops requirements for search option, detailed descriptions, Mobile version etc.
•Cost recovery review: document current process, collecting statistics, validates information received, coordinates meetings and follow-up
•Closes out the operational cashflow report for Finance Division: assists in validating the report during the development phase before it is shared with NY.
•Follows up and coordinates ESCAP’s 250+ service lines to apply the correct cost recovery costing principles.
•Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to programme and/or peacekeeping budgets, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures.
•Drafts or prepares correspondence to respond to enquiries in respect to relevant financial and budget matters.
•Provides guidance, training and daily supervision to other general service staff in the area of responsibility.
•Performs other related duties, as assigned.

High school diploma or equivalent is required.Work Experience
A minimum of ten years of progressively responsible experience in finance, budget, accounting, administrative services or related area is required.
Experience in the United Nations Common System or international organizations is desirable.
Experience with UN’s or related international organization’s financial policies and processes is desirable.
Experience with an Enterprise Resource Planning (ERP) system, e.g. SAP, is desirable.
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is an advantage.

Appointment against this post is on a local basis; candidates shall be recruited in the country or within commuting distance of the ESCAP office, irrespective of nationality and length of time the candidate may have been in the country. If no suitable local candidate is identified, candidates located elsewhere may be considered. The candidate is responsible for any expenses incurred in taking the relevant examinations at the duty station, and of any costs related to traveling and relocating to the duty station in the event of an employment offer.
This is a temporary position and will be available until 30 April 2022. If selected, an internal candidate will be on temporary assignment to the post; an external candidate will initially be offered a temporary appointment. Any extension of appointment is subject to satisfactory performance and continued availability of the post.
Must have passed the United Nations Global General Service Test (GGST) at Headquarters or an equivalent locally-administered test at Offices Away from Headquarters.
