      Introduction

      The position will be funded under the Development Cooperation project โ€œWorkplace Compliance through Labour Inspection Guidance and Social Dialogue (WPC)โ€. The project is funded by the EU and linked to CPO TUR 158 (Outcome 1 -Strong Tripartite Constituents and Influential and Inclusive Social Dialogue and Outcome 7- Adequate and Effective Protection for All).

      The overall objective of the project is to contribute to the creation of a more decent work environment for all women and men in Tรผrkiye. For reaching this intended aim, the project proposes to i) improve the institutional capacity of Directorate of Guidance and Inspection (DoGI) of the Ministry of Labour and Social Security (MoLSS) and the social partners to increase workplace compliance and b) improve the workplace compliance through strengthening guidance services and awareness raising on decent work.

      Directorate of Guidance and Inspection and social partners are among the target groups of the project.

      The ILO will be operationally and technically responsible for the referred project which will be implemented and managed by the ILO. Directorate of Guidance and Inspection is the Beneficiary of the project.

      The Finance and Procurement Assistant will be responsible for providing administrative and financial support for the timely delivery of the expected project results, including but not limited to preparation of financial documents, entering data into ILOโ€™s financial system and drafting correspondence. S/he will work closely with the Finance and Procurement Officer and be ready to take any other duty or responsibility assigned by the Senior Project Coordinator. S/he will undertake the duties and responsibilities detailed under Section 3.

      2. Reporting lines:

      The Finance and Procurement Assistant will report to the Senior Project Coordinator under the overall supervision of the Director of the ILO Office for Tรผrkiye.

      Description of Duties

      1. Provide administrative and financial support for the timely delivery of the project results and assist in the procurement of services and supplies in line with ILOโ€™s financial rules and regulations.
      2. Assist in the preparation of the Statement of Expenditures of the various events and maintain project financial records.
      3. Record and reconcile project expenditures, payments, statements, reports and other data as required.
      4. Follow-up on deliverables, advance, progress and final payments for all types of contracts (external collaboration contracts, purchase orders for services & goods) under the project.
      5. Prepare acceptance of services & goods, submit them for review and signature of relevant project officers and collect and compile all documentation (invoice, acceptance of good and services, etc) for the preparation of payments.
      6. Process the payment requests and perform the necessary tasks by using the ILOโ€™s internal integrated resource utilization system (IRIS) and software.
      7. Process and examine project budget information and data in accordance with instructions and make necessary abstracts and computations for the Finance and Procurement Officer.
      8. Assist in the financial preparation, budget realization and revisions by calculating and compiling cost estimates/market research and projected budget requirements. Summarize information reflecting current obligations, delivery rates and budgetary implications.
      9. Maintain regular files and verify data on project expenditure and keep inventory records of the project.
      10. Draft correspondence on finance and procurement matters.
      11. Prepare background material, such as working papers and tables and graphs for briefing and financial reports.
      12. Conduct market research to identify potential service providers/vendors, maintain the list of them, prepare documentation for tenders (RFQs, RFBs), and send the documents to potential service providers/vendors and/or arranging for the publication of tender announcements. Communicating with them to ensure ILO procedures are followed during the procurement process.
      13. Collect and compile the tender bids, assist the evaluation panel, prepare evaluation reports, and collect panel members' signatures per ILO procurement procedures.
      14. Assist in the preparation and regular updating of the draft procurement plans for the project.
      15. Provide support, when necessary, in the preparation and running of project workshops and meetings.
      16. Perform other duties as may be assigned by the Senior Project Coordinator and the Director of ILO Office for Tรผrkiye.

      Completion of secondary school education.

      Experience

      - At least 6 years of operational or administrative support work experience, of which at least two years in financial and procurement operations support services.
      - Experience of working with an enterprise resource planning (ERP) system.
      - Expertise and familiarity with UN, EU and/or ILO procedures will be an asset

      Languages

      - Excellent command of English and Turkish both oral and written.
