Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

Introduction
To address the double challenge of climate change and gender inequality in the world of work, the ILO will carry on a new phase of the Decent Work for Women in Egypt and Tunisia (DWW) which will build on and expand the work of the project technically and geographically by adding on additional partner country in the same region: Morocco. The DWW project Phase III builds on the successes of phases I and II of the DWW project, and the ILO Cairo Officeโs Gender Portfolio.
The project works on three levels, macro, meso and micro, reflected in the designed outcomes:
- Outcome one: Capacity of government and social partners in Egypt, Tunisia and Morocco to promote green and inclusive growth and employment creation strengthened.
- Outcome two: Ability of women-led informal businesses to develop green income-generating activities is improved.
- Outcome three: Women-led formal SMEs in Egypt, Morocco and Tunisia are scaled-up through use of environment-friendly skills and technologies.
To ensure the day-to-day admin and finance management of the DWW in Egypt, the project is hiring an Admin and Finance Assistant.
Under the overall responsibility of the DWT/CO-Cairo Director, the Admin and Finance Assistant will work under the direct supervision of the Project Manager in Cairo, Egypt.
Description of Duties
1. Maintain project financial records and monitoring systems to record and reconcile expenditures, balances, payments, statements and other data for daily transactions and reports.
2. Process contracts for financial clearance and payment. Ensure the correctness and appropriateness of types of contracts used with each activity, and ensure all necessary supporting documents are attached.
3. Prepare correspondence on own initiative to verify data, address and answer queries and follow-up as necessary with project and ILO staff, consultants and counterparts. Draw the attention of projects managers, to matters requiring immediate attention.
4. Review and request additional information on the financial reports of project implementing partners, ensuring compliance with ILO rules, before submitting to the Finance Unit.
5. Classify and assign budget codes, verify and process claims for payment, and check payment vouchers, prices and claims invoices.
6. Provide administrative and financial backstopping and guidance for project staff and consultants, with respect to payments, entitlements, travel claims, and other requirements relating to accounts and finance.
7. Consult with Finance Unit and projects teams in Cairo and Regional Office for Arab States rules, regulations and procedures, and inform project staff, partners, consultants, interns of new or revised procedures and practices.
8. Prepare recurring reports as scheduled and special reports as required for donor reporting, for budget preparation, audits or other reasons.
9. Calculate and compile cost estimates, and participate in budget analysis and projections.
10. Provide support, when necessary, in the preparation and running of project workshops and meetings.
11. Ensures smooth functioning of the project administration and operation support-related functions in close collaboration with other administrative and operation support staff through the provision of management and administrative support to the project. This includes processing entitlements, issuance of contracts and maintenance of records and files.
12. Assist in preparing POs and TTs in IRIS and external collaboration and service contracts.
13. Perform other duties as assigned by the supervisor(s).Required qualifications
Education
Completion of secondary school education, supplemented by a formal training from a recognized technical or commercial school or equivalent.
Experience
Six years of progressively responsible financial and administrative work
Languages
Excellent command of English and a good working knowledge of Arabic (orally and โwritten).
Competencies
- Knowledge of in-house procedures for the preparation of documents and administrative forms, and โfor the creation and maintenance of filing systems;โ
- Knowledge and understanding of a complex body of financial and administrative rules, guidelines โand procedures.โ
- Knowledge of International Accounting standards such as International Public Sector Accounting โStandards (IPSAS) or other international or national accounting standards.
- Knowledge and understanding of administrative guidelines and procedures.โ
- Ability to prioritise work assignments, organise own schedule, perform routine work independently, โmeet deadlines and adapt to changing demands. โ
- Ability to obtain services from other work units inside or outside the office for completion of tasks.โ
- Proficient in basic computer software (Microsoft Word, PowerPoint, Excel, Adobe Reader) and โability to use other software packages required by the Office;
- Ability to respond to requests and to deal with visitors with tact and diplomacy.โ
- Ability to search and retrieve information from databases and compile reports.โ
- Ability to deal with confidential matters with discretion.โ
- Ability to work in a multicultural environment and gender-sensitive behaviour and attitudes are also โrequired.
- Ability to maintain effectiveness when experiencing major changes in work tasks or environment, โand to adjust effectively to work within new structures, processes, requirements or cultures. โ
