The overall objective of the UN Environment Programme's Industry and Economy Division is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities. The Resources and Markets Branch leads work central to the global sustainable consumption and production (SCP) agenda - delivering evidence-based, innovative solutions to make sustainability prominent in government policy frameworks, business direction-making and in peoples' lives. The consultants' role is to provide administrative, financial, and legal support to the Resources and Markets Branch Finance and Administrative team, ensuring the successful execution and delivery of project activities. Work LocationParis Expected duration6 Months Duties and ResponsibilitiesThe engagement of a consultant is vital to provide administrative and financial support to the Resources and Markets Branch Team. This support is essential to efficiently manage the increased workload. The consultant's primary responsibilities will involve assisting in the preparation of legal agreements, including Project Cooperation Agreements (PCA) and Small Scale Funding Agreements (SSFA), Travel Support, UNOPS contracts management, collaborating closely with Project Managers and implementing partners, validating expenditure statements, and reviewing progress reports. Under the guidance and supervision of the Administrative Officer, the consultant will: a) Assist the Project Manager in the preparation and tracking of donor agreements and legal agreements, working in conjunction with implementing partners and the legal team to ensure compliance with UN rules and regulations. This includes reviewing and rectifying legal instruments before submission for FMO approval, requesting reference numbers, INeed requests for BP numbers, and banking details. b) Manage UNOPS contracts for the Branch, encompassing coordinating payments to UNOPS and overseeing the receipt and expenditure reports from UNOPS, ensuring that all expenditure reports are accurately recorded, and advances are cleared. c) Support in organizing conferences and large meetings, including providing technical Webex support as needed. The consultant will also support logistics for conferences and other events, liaising with security and registering participants. d) Manage travel requests for meeting participants and consultants, which involves preparing travel approval requests, ensuring the timely disbursement of all entitled allowances, and ensuring the prompt recording of travel expense reports. This also encompasses overseeing the procurement process for DSA cash cards. e) Contribute to the proper processing and filing of all legal obligations, such as expenditure, progress, final reports, and audit statements. Additionally, the consultant will prepare payment requests for further administrative processes. f) Undertake any other necessary administrative duties, including meeting organization and draft minute preparation Qualifications/special skillsAt least three years of relevant experience, ideally in project management or related business or administrative functions. Strong planning, project management, and organizational skills, with exceptional attention to detail. Experience in financial document and contract administration, preferably with a background in finance. Ability to collaborate effectively in a fast-paced, team-oriented environment. Proficiency in financial systems or ERP finance modules such as Oracle, SAP, Agresso, PeopleSoft, or similar software is highly desirable. Strong technical skills, including proficiency in Microsoft Office 365 tools, especially SharePoint and Advanced Excel skills is an asset. LanguagesCompletion of first-level university degree in finance, accounting, business or public administration, or related field. Additional InformationSkills & Competencies: Proficiency in effective planning and organization, strong oral and written communication skills, capability to manage multiple tasks in an orderly and punctual manner, and a keen eye for detail. The consultant should possess the aptitude to cultivate and sustain positive working relationships within a multicultural and geographically dispersed team that collaborates across various functions.
