Finalization of Training Course for Environmental Inspectors and Translation of Policy and Training Materials

Result of Service Submission of a high-quality, finalized, and user-friendly training course for Environmental Inspectors that is accessible, relevant, and aligned with UNEP’s training standards.  Submission of high-quality Arabic translations of four CCAC policy briefs on Lifecycle Refrigerant Management (LRM) and the full transcripts of two ASHRAE-UNEP e-learning courses on Refrigerants Literacy and Energy Efficiency Literacy. These outputs will support capacity building and policy awareness among Arabic-speaking stakeholders in the West Asia region. Work LocationHome-Based Expected duration4 months Duties and ResponsibilitiesThe United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system, and serves as an authoritative advocate for the global environment. UNEP, through its OzonAction Branch, is one of the four Implementing Agencies of the Multilateral Fund for the Implementation of the Montreal Protocol on Substances that Deplete the Ozone Layer. This consultancy falls under UNEP OzonAction’s Compliance Assistance Programme (CAP) for the West Asia region, which provides policy and technical support to Article 5 countries to ensure compliance with the Montreal Protocol and support the phase-out of ozone-depleting substances (ODS) and the phase-down of hydrofluorocarbons (HFCs). Duties and Responsibilities: Under the supervision of the Montreal Protocol Regional Coordinator for West Asia and under the overall guidance of the Head of OzonAction, the consultant will:  Review the draft training package for Environmental Inspectors developed by UNEP OzonAction CAP West Asia, ensuring that the content is accessible, relevant, and appropriately tailored to the target audience, avoiding overly technical language.  Finalize the training course by refining the structure, content, and presentation of the materials, incorporating feedback from UNEP and stakeholders, and aligning with UNEP’s training standards and best practices.  Translate into Arabic the four policy briefs on Lifecycle Refrigerant Management (LRM) developed by the Climate and Clean Air Coalition (CCAC), ensuring clarity, accuracy, and consistency with UNEP terminology.  Translate into Arabic the full transcripts of the two ASHRAE-UNEP e-learning courses: “Refrigerants Literacy” (3.5 hours) & “Energy Efficiency Literacy for Air-Conditioning and Refrigeration Systems” (4.5 hours), ensuring the translated content is linguistically accurate and contextually appropriate for Arabic-speaking audiences in the West Asia region.  Coordinate closely with UNEP OzonAction CAP West Asia team throughout the assignment to ensure alignment with project objectives and timelines, and incorporate any required revisions based on feedback received. Qualifications/special skills Advanced university degree (Master’s or equivalent) in environmental sciences, mechanical or environmental engineering, education, or a related field is required.  A first-level university degree in combination with qualifying experience (minimum 9 years) may be accepted in lieu of the advanced degree.  A minimum of 10 years of progressively responsible experience in environmental or technical training, Technical curriculum development, or capacity building is required.  Demonstrated expertise in the Refrigeration and Air Conditioning (RAC) sector, particularly in developing or delivering training for non-technical stakeholders such as inspectors or enforcement officers, is required.  Experience in developing or reviewing training materials for environmental enforcement or compliance is desirable.  Familiarity with the Montreal Protocol, refrigerant management, and environmental inspection practices is desirable.  Regional experience in West Asia is desirable.
