Macfadden is seeking Field Programs Learning Advisors to strengthen learning and feedback loops between field programs and OTI’s Applied Best Practices & Coordination (ABC) team, to ensure ABC’s learning work is responsive to OTI’s country programs. This is a temporary position with a term not expected to exceed 6 months.
Incorporating field perspective into country program support: The Field Programs Learning Advisor will reflect on and share how the OTI model is working in practice, as OTI office and country contexts in continue to evolve. The Field Programs Learning Advisor will share program innovations emerging from the field with OTI’s Applied Best Practices and Coordination (ABC) Team, and work to further test or catalyze ones with potential value for other OTI programs. They will also reflect on and share how OTI’s Country Management roles are working in practice, serving as a bridge between ABC support and Field Programs Division (FPD) workforce planning efforts.
Cross-pollinating field experiences to the wider office: Drawing on practical field experiences, the Field Programs Learning Advisor will advise and mentor ABC new hires and incoming deputy country representatives (DCRs). They will also support training for DC-based FPD new hires, grounding in practical field experiences (and where possible, bridging between field and DC perspectives). The Field Programs Learning Advisor will also participate in and support knowledge sharing forums within the wider office, especially those geared toward other OTI Field Management staff. Finally, they will support learning between OTI Field Management staff by identifying and sharing “program practices” and tools that are used out in the field and on the job by moderating a community of practice among OTI Field Management staff.
Document “end of program” learning from OTI’s country programs: The Field Programs Learning Advisor will work with OTI programs in their final year to document priority areas of learning for the wider office -- this can include significant programmatic achievements, innovative practices or operational processes that contribute to overall program effectiveness. This will entail working closely with relevant members of ABC, Regional FPD Teams, as well as staff from OTI Country Program teams.
Providing other timely surge support to ABC as needed: This could include additional support to ABC’s technical leads on training, knowledge management, monitoring, evaluation and learning; added facilitation support for Program Performance Management (PPM) events, OTI’s Programming Principles (OPP) course, and regional meetings; additional support for Monitoring Evaluation and Learning (MEL) coverage.
EDUCATION, EXPERIENCE AND SKILLS
A Master’s Degree with five years of work experience; or a bachelor’s degree with seven years of work experience;
Five years of project management experience with a U.S. Government foreign affairs agency, international assistance organization, or non-governmental organization in community development, economic development, mediation/arbitration, conflict resolution, democracy and governance, international law, human rights activities, and/or political analysis;
At least one year of overseas field experience working as senior field management staff for a political transition program or similar position in a country undergoing political transition.
U.S. Citizenship is required; selected candidate must be able to qualify for a government sponsored clearance.
While performing the duties of this job, the employee is regularly required to talk, hear, and use hands to finger, handle or feel objects, tools, or controls. The employee is occasionally required to reach with hands and arms. Specific vision abilities required by this job include close vision. The employee must occasionally lift or move up to 25 pounds.
