UNDPโ€™s partnership with the Global Fund (GF), is in line with UNDPโ€™s HIV and Health Development Strategy 2022-2025, the 2030 Agenda for Sustainable Development and the pledge to leave no one behind.ย 

In Angola, the Ministry of Health and UNDP have had a long-standing, strategic partnership for health service delivery through Global Fund grants. When requested, UNDP acts as interim Principal Recipient (PR), working with national partners and the Global Fund to ensure management, implementation and oversight of GF grants, while simultaneously strengthening health institutions and systems for national entities to assume the PR role over time.ย 

Currently, UNDP is acting as the Principal Recipient for the consolidated HIV, Malaria and Tuberculosis 2021-2024.ย 

To that end, UNDP has establishedย offices in Benguela, Kwanza Sul. Provincial teams ensure that adequate grant management and implementation of activities are in line with the grant agreement and the sub-national approach.ย 

To help the UNDP Project Management Unit (PMU) deliver in a timely and quality assured manner on the Grant Performance Framework targets, while complying with UNDP and Global Fund rules and regulations, UNDP Angola is recruiting aย Field Logistics and Support Associate to supportย a pilot laboratory sample transportation project for TB, HIV and Malaria samples. The individual will be based in Benguela, with regular travel toย  Luanda, Bie and Kwanza Sul.

Institutional Arrangement

The incumbent will be directly supervised by theย Provincial Projectย Manager (Benguela)ย and overall direction of the Deputy Project Coordinator/Project Manager C19.

Scope of Workย 

Logistics Planning

Develop and implement logistics plans for sample collection, transportation, and testing. Optimize routes for sample transport in collaboration with the courier service.

Oversee infrastructure โ€œupgradesโ€ at collection facilities and central hubs. Coordinate the procurement of collection materials, ensuring an adequate supply.

Stakeholder Engagement

Engage with stakeholders involved in sample transport, including healthcare facilities, couriers, and testing labs. Address logistical challenges and ensure effective communication between stakeholders.

Training and Capacity Building

Develop and conduct training programs for healthcare workers, couriers, and hub staff. Ensure that all team members are well-equipped to handle logistics efficiently.

Monitoring and Evaluation

Establish monitoring mechanisms for logistics performance. Evaluate the effectiveness of logistics processes and propose improvements. Competencies

Education:
Secondary Education is required, OR University degree in logistics, supply chain management,ย business administrationย or relevant related field will be given due consideration but is not a requirement. Experience: Minimum 7 years (with high school diploma) or 4 years (with bachelorโ€™s degree) of relevant experience in logistics, administration, supply chain, monitoring and evaluation, programme, financial and capacity-building interventions targeting Government institutions as well as civil society organizations.ย 

Requiredย skills:ย 

Proficiency in Microsoft Office and logistics software. 2+ years of experience in logistics management requirements.

Desired skills:

Experience in working in Angola or similar contexts is desirable. Experience in monitoring and evaluation of health programmes.

Required Languages:ย
