Org. Setting and ReportingThe International Trade Centre (ITC) is the joint agency of the World Trade Organization (WTO) and the United Nations (UN). It is the only multilateral agency fully dedicated to supporting the internationalization of small and medium-sized enterprise (SMEs). ITC projects and programmes contribute to the global efforts to achieve UN Global Goals for Sustainable Development and the Aid for Trade agenda. The Division of Market Development (DMD) provides thought leadership on MSME competitiveness, delivers competitive intelligence services, and supports governments in the design and implementation of trade development strategies. DMD provides supports to enterprises and business associations to provide a business perspective in the formulation of trade strategies and reform of policies and regulations at national and regional levels. The division promotes an inclusive public-private dialogue to address obstacles to international trade and investment and to provide customised solutions to remove them. The Strategies & Policy for Trade & Investment Section (DMD/SPTI) works towards facilitating the policy and regulatory reforms required to create a favourable business environment for SMEs. The SPTI Section contributes to enhancing exportersโ competitiveness through technical assistance in specific areas relating to trade and investment policy and facilitation. ResponsibilitiesUnder the direct supervision of Senior Programme Officer and general guidance of Chief, Strategies & Policy for Trade & Investment Section (DMD/SPTI), the Evaluation Officer (Impact Assessment) will be responsible for the following duties: โข Contributes as team member to evaluations and impact assessments through scoping, planning, designing, collecting and analyzing data and report drafting of United Nations Secretariat programmes activities and carries out all the tasks involved in the assignments, โข Researches, analyzes and presents data gathered from diverse sources โข Contributes to the development of evaluation and impact assessment design and takes the lead in drafting of inception papers and terms of reference โข Manages and oversees data collection efforts across multiple qualitative and quantitative methods; reviews, analyzes and interprets data; and develops findings, conclusions and recommendations โข Leads and/or participates in field missions, including provision of guidance to team members, external consultants, and other parties and drafting mission summaries โข Contributes to the drafting of draft and final evaluation and impact assessment reports, including the incorporation of client comments โข Participates in evaluation briefings to senior management, the Director, the Office of the Under-Secretary-General and evaluation clients by making a part of the presentation โข Ensures quality standards for evaluations, impact assessments, and monitoring processes. โข Contributes as team member to evaluations that are impartial, independent and credible and that meet professional standards by following the Divisionโs quality standards โข Supports and carries out other management and administrative tasks as recruitment of staff and consultants โข Participates in the follow-up to evaluation and impact assignments by: (a) tracking recommendations and determining the final implementation of those recommendations and their outcomes โข Provides support to the Division to strengthen efficiency and effectiveness of the evaluation and monitoring function by: (a) participating in Divisional work groups on work processes and structures; (b) taking on additional Division-wide tasks as assigned, such as administrative, human resource, and/or substantive work tasks; (c) undertaking support functions, such as developing and conducting training workshops and seminars and providing guidance to entities with their respective internal evaluations and monitoring systems; (d) making presentations on assigned topics/activities; and (e) providing substantive support to meetings and conferences โข Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting โข Performs other duties as required Competenciesโข Professionalism: Knowledge and understanding of theories, concepts, methodologies and approaches relevant to impact assessment and monitoring and evaluation systems, for complex and large projects, preferably in conflict-affected situations; Knowledge of monitoring and evaluation in the context of market system development, trade in agri-business, and construction sector is highly desirable; Experience leading inter-agency and consortium monitoring and evaluation efforts, in alignment with donorsโ guidelines; Previous experience in Iraq and familiarity with the context; Knowledge of trade-related technical assistance projects and programmes desirable. . Possession of good research, analytical and problem-solving skills, including ability to identify and participate in the resolution of issues/problems; ability to apply good judgment in the context of assignments given; ability to plan own work and manage conflicting priorities. Knowledge of management principles, policy analysis, and peacekeeping and peacebuilding arena; tact and persuasiveness in convincing programme managers of usefulness of evaluation techniques and recommendations as a management tool for enhancing quality.; takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work. Work ExperienceA minimum of five years (7 with a first level degree) of progressively responsible experience in impact assessment, monitoring and evaluation, results measurement is required. Experience within the United Nations common system or similar international organization is desirable. Experience in designing and implementing impact assessment frameworks and methodologies is desirable. Experience with trade-related technical assistance programs / market system development, particularly in agri-business and construction sectors is desirable. Experience coordinating M&E systems as part of a consortium, particularly EU-funded is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat.
