Mission and objectivesThe World Food Programme (WFP) is the leading humanitarian organization saving lives and changing lives, delivering food assistance in emergencies and working with communities to improve nutrition and build resilience. As the international community has committed to end hunger, achieve food security and improved nutrition by 2030, one in nine people worldwide still do not have enough to eat. Food and food-related assistance lie at the heart of the struggle to break the cycle of hunger and poverty. In 2020, WFP assisted 115.5 million people โ€“ the largest number since 2012 โ€“ in 84 countries. For its efforts to combat hunger, for its contribution to bettering conditions for peace in conflict-affected areas and for acting as a driving force in efforts to prevent the use of hunger as a weapon of war and conflict, WFP was awarded the Nobel Peace Prize in 2020. WFPโ€™s efforts focus on emergency assistance, relief and rehabilitation, development aid and special operations. Two-thirds of our work is in conflict-affected countries where people are three times more likely to be undernourished than those living in countries without conflict. In emergencies, WFP is often first on the scene, providing food assistance to the victims of war, civil conflict, drought, floods, earthquakes, hurricanes, crop failures and natural disasters. When the emergency subsides, WFP helps communities rebuild shattered lives and livelihoods. We also work to strengthen the resilience of people and communities affected by protracted crises by applying a development lens in our humanitarian response. WFP development projects focus on nutrition, especially for mothers and children, addressing malnutrition from the earliest stages through programmes targeting the first 1,000 days from conception to a childโ€™s second birthday, and later through school meals.

ContextThe WFP Middle East North Africa Eastern Europe Regional Office (MENAEERO) oversees countries in the Middle East, North Africa and Eastern Europe regions. It assists country offices in 15 countries. As the largest humanitarian agency in the world, WFP is well-known for its ability to respond to crises and quickly deliver assistance to people in need at scale. WFP anticipates, prepares for and responds to crises, delivering food assistance to people in need. WFP is also an enabler of the broader humanitarian system, playing a lead role in the Food Security and Livelihood Cluster, the Logistics and Emergency Telecommunications Cluster (ETC) and hosting the United Nations Humanitarian Air Service (UNHAS). WFPโ€™s dual mandate, strategic alignment with the 2030 Agenda and recent award of the Nobel Peace Prize are indicative of the organizationโ€™s ability to work across humanitarian, development, and peace outcomes. As WFP focuses on its core business of saving lives, it is committed to changing lives as well by promoting productive opportunities for vulnerable communities over the longer term while leveraging its presence, tools and partnerships to enhance contribution to development and peace. The UN Volunteer is expected to support the work of the MENAEE Regional Evaluation Unit to implement its Regional Evaluation Strategy 2023 โ€“ 2030 supporting WFP Country Offices in the Middle East, North Africa and Eastern Europe regions to plan, manage and make use of independent evaluation in support of WFP accountability and learning objectives in full respect of WFP Evaluation Policy requirements. Working as part of WFPโ€™s HQ-based Office of Evaluation, the Unit is also actively engaged in evaluation capacity development both of WFP staff and counterparts in partner governments and in building and promoting a culture of evaluation and evidence across the region in the specific thematic priorities of WFPโ€™s work. The thematic focus of the Unitโ€™s work follows very closely the priority areas of WFP Country Officesโ€™ work specifically in emergency response and more generally across the humanitarian โ€“ development nexus. In line with the objectives of the Corporate Evaluation Strategy, professional development of staff in evaluation is a priority in the Regional Evaluation Unit. Staff can avail themselves of a wide variety of online training resources in evaluation and will benefit from hands-on support from the Head of Unit in day-to-day work who has long experience supporting the development of more junior colleagues in the theory and practice of international development evaluation. A key resource that guides these efforts is the UN Evaluation Group Competency Framework for UN evaluators which provides a core framework for WFP evaluation staff personal development as well as their expected professional performance while at WFP.

Task DescriptionUnder the supervision of the Regional Head of Evaluation, the UN Volunteer will: โ€ข Provide support to the planning, coordination and implementation of activities related to WFP's support to emergency responses and related activities across the humanitarian - development nexus. โ€ข Provide relevant support to Country Offices at all stages of the evaluation management cycle (evaluation design, procurement, inception, data collection and analysis stage and report writing and finalisation, dissemination of evaluation findings, review of management responses) โ€ข Support Regional Evaluation unitโ€™s initiatives in the area of evaluation dissemination and use, including preparation of summaries of evidence, as well as the unitโ€™s inputs into programme cycle deliverables as well as targeted learning events when relevant โ€ข Support the unit and the broader Office of Evaluation on key tasks linked to the development of the independent evaluation function in WFP such as evaluation guidance development; analysis of current performance and future plans for the evaluation function; as well as essential administrative tasks, including keeping key databases up to date (e.g. the Office of Evaluation management information system) as well as other activities of importance to the Unit as necessary.

Living conditions and remarksCairo, Egypt is a family duty station with a wide range of services (health, education and leisure) and good living conditions. It has long been a center of the regionโ€™s political and cultural life, with high levels of tourism. Like other similar cities, Cairo offers good quality of life in terms of access to shopping centers, banks, medical services, educational facilities, cultural events, etc. International banks and a wide variety of private health facilities are available. The general security situation in Egypt, especially Cairo, remains stable and contained. In Cairo, the summers are long, hot, humid, arid, and clear. A very hot summer starts from May to October, and a mild winter from November to April. The winters are cool, dry, and mostly clear. The majority of Egyptians are Muslim (around 80%), with smaller percentage of the population is Christian (around 20%). Religion is central to the social and legal framework of the country. Arabic is the main spoken language . The working days in Egypt are from Sunday to Thursday with Friday and Saturday off in all the banks and most of the government institutions.
