ย
The post is located in the Evaluation Section of the Internal Oversight Division (IOD). IOD serves as an independent and objective reviewer of WIPO operations and activities based on risk and relevance to WIPO management and constituencies, with a view to promoting the economy, efficiency, effectiveness, and impact of the Secretariatโs work.

IOD reports functionally to the Independent Advisory and Oversight Committee (IAOC) and administratively to the Director General. The office is independent of the Organization's operational, management, and decision-making functions and is impartial, objective, and free from undue influence.

b.ย ย ย Purpose Statement
ย
The incumbent is responsible for conducting IOD evaluation activities as defined in WIPOโs Internal Oversight Charter and IOD Evaluation Policy, and in alignment with the United Nations Evaluation Group (UNEG) standards.
ย
The Senior Evaluator contributes to the determination of concepts, frameworks, and methodologies for evaluations and organizes and monitors their implementation.

c.ย ย ย Reporting Lines
ย
The incumbent works under the direction of the Director, IOD, and the supervision of the Head of the Evaluation Section, IOD, and in accordance with the provisions of WIPO?s Internal Oversight Charter and Evaluation Policy, in cooperation and coordination with the Organization's Program Managers as appropriate. The Senior Evaluator collaborates closely with other IOD colleagues to achieve the mandate of the Evaluation Section and that of IOD.

2.ย ย ย ย Duties and Responsibilities
ย
The incumbent will perform the following principal duties:
ย
a.ย Manage complex evaluations as defined in the IOD annual oversight work plan, including thematic, programmatic, institutional, and joint evaluations, ensuring adherence to international professional standards and WIPOโs Evaluation Policy.
ย
b.ย Design, plan, and conduct credible, independent evaluations and other evaluative exercises relevant to WIPOโs mandate; contribute/lead the development of evaluation terms of reference, scope, methodology, and budgets; and ensure the quality assurance and timely delivery of all evaluation outputs.
ย
c.ย Ensure evaluations meet high professional standards and are use-oriented by maintaining close collaboration with WIPO units and external partners throughout the evaluation process.
ย
d.ย Contribute to internal reporting, including the annual report to the Program and Budget Committee and General Assembly, as well as presentations and updates to senior management, oversight bodies, and Member States.
ย
e.ย Monitor and track implementation of evaluation recommendations by management and oversee related reporting and feedback mechanisms.
ย
f.ย ย Contribute to the alignment of the work program of the Evaluation Section with organizational priorities as set by the Director, IOD, and Head of the Evaluation Section; contribute to the planning, implementation, and reporting of Section priorities.
ย
g.ย Contribute to the preparation of IODโs costed evaluation plans and budget; support IODโs human resource management activities and act as Officer-in-Charge of the Evaluation Section when required.
ย
h.ย Participate in the work of the UNEG, including contributions to inter-agency working groups and initiatives aimed at strengthening evaluation practices across the UN system.
ย
i.ย ย Stay abreast of developments and innovations in evaluation methodology and promote their application across evaluative activities within WIPO.
ย
j.ย ย Perform other related duties as required.

3.ย ย ย ย Requirements
ย
Education (Essential)
Advanced university degree in law, management, economics, social sciences or a related discipline. Alternatively, a first level university degree plus two years of relevant experience in addition to the experience requested below may be accepted in lieu of an advanced university degree.
ย
Experience (Essential)
At least 7 years of relevant progressive professional experience in conducting evaluations and managing evaluation teams, of which a minimum of five years in an international environment.
ย
Experience (Desirable)
Experience in conducting evaluations and managing evaluation teams in an international organization.
ย
Language (Essential)
Excellent written and spoken knowledge of English.
