EpiC Project Description:
Meeting Targets and Maintaining Epidemic Control (EpiC), a global project funded by the U.S. Presidentโs Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Government (USG) that provides strategic technical assistance and direct service delivery to achieve HIV epidemic control among all at-risk populations; strengthen global health security (GHS), including outbreak response; improve maternal and child health (MCH), address malaria; and nutrition.
In 2020, FHI 360 through EpiC launched a new multi-year project in Central Asia being implemented in Tajikistan, Kyrgyzstan, and Kazakhstan. Currently, in Tajikistan EpiC implements HIV, GHS, MNCH and nutrition activities, working closely with the Ministry of Health and Social Protection of the Population (MOSPP).
We are currently seeking qualified candidates for the position of EpiC Tajikistan Maternal Newborn & Child Health (MNCH)/ Nutrition Project Manager. The position will be based in Dushanbe, Tajikistan and is open to citizens of Tajikistan or persons who have legal authority to work in Tajikistan.

The EpiC Tajikistan MNCH/Nutrition Project Manager will work closely with the Ministry of Health and Social Protection of the Population of the Republic of Tajikistan and other state partners, implementing partners and EpiC Tajikistan project team to ensure financial, operational, technical, programmatic efficiency, compliance, and reporting. EpiC Tajikistan MNCH/Nutrition Project Manager will provide technical and programmatic support to MNCH/Nutrition project activities in Tajikistan, including monitoring project activities and budget, helping to organize MNCH/Nutrition team efforts and activities in Tajikistan, and leading and supporting the technical activities.
Position Responsibilities:
- Provide support to the overall leadership and management of the MNCH/Nutrition project team in Tajikistan
- Lead the MNCH/Nutrition project team to ensure that activities are carried out according to the work plan, timeline, and budget.
- Manage, implement, and monitor systems, services, staff, and budgets to achieve programmatic and financial goals.
- Collaborate with technical and in-country finance staff to ensure that program implementation is managed closely and effectively.
- Under the oversight of the Country Representative/Project Director for EpiC Tajikistan, guide the day-to-day activities of the project with an emphasis on project activities and work plan.
- Monitor and enforce compliance with Department of State (DoS) and FHI 360 regulations and policies.
- Work with MNCH/Nutrition project team to develop operational work plans.
- Ensure that all deliverables are tracked, monitored, and delivered.
- Coordinate and monitors MNCH/Nutrition project activities under the guidance of the Country Representative/Project Director for EpiC Tajikistan.
- Support the MNCH/Nutrition project team to provide guidance and mentorship for consultants, ensuring clarity over plans and priorities and encouraging effective teamwork.
- Support regular reporting (monthly, quarterly, annual) and ad hoc requests from the HQ and DoS.
- Develop and deliver project plans, documentation, training, presentations, and reports to document and share MNCH/Nutrition project accomplishments, challenges, and lessons learned.
- Coordinate the collection and review of data to monitor and report progress meeting project indicators as defined in the MNCH/Nutrition M&E plan.
- Support the Country Representative/Project Director for EpiC Tajikistan and in-country Tajikistan team in building, developing, and growing partnerships and relationships with Government stakeholders, partners, and others.
- Participate in Bid Review Committees as assigned, ensuring transparent, fair, and compliant evaluation of bids in line with organizational policies.
- Represent MNCH/Nutrition project in external meetings and discussions as delegated by the Country Representative/Project Director for EpiC Tajikistan.
Required Qualifications:
- Minimum bachelorโs degree or higher in public health, international development, or related field. A masterโs degree in a related field will be an added advantage.
- Minimum 8 years of relevant experience in health systems strengthening programs, especially MNCH/Nutrition with supervisory experience.
- Strong experience with USG โ funded programs, including regulatory and reporting requirements.
- Strong experience with the Ministry of Health and Social Protection of the Population of the Republic of Tajikistan and its structures.
- Demonstrated knowledge of health context and health Programs in Tajikistan.
- Strong organizational skills and attention to detail.
- Strong analytical skills and the ability to use data for decision making.
- Strong English, Russian and Tajik written, oral, and presentation skills.
- Demonstrated interpersonal skills in facilitation and stakeholder engagement/coordination.
- Willingness and ability to travel a minimum of 40% within Tajikistan and abroad, as needed.
