EpiC Central Asia Project Description:
Meeting Targets and Maintaining Epidemic Control (EpiC) is an eight-year global project funded by the U.S. Presidentโs Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). EpiC is dedicated to achieving and maintaining HIV epidemic control and the project provides strategic technical assistance (TA) and direct service delivery (DSD) to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, and treatment programming.
In 2020, FHI 360 through EpiC launched a new multi-year project in Central Asia being implemented in Tajikistan, Kyrgyzstan, and Kazakhstan. Building on the successes to date in the three countries, EpiC is focusing on expanding HIV case finding in the community, and treatment initiation, adherence, and retention support for people living with HIV (PLHIV), with a focus on select key population groups. While EpiC takes a regional approach in the overarching management of the Central Asia project, each country has its own respective targets, priority focus areas and expected deliverables.
The EpiC project is also well positioned to strengthen global, regional, and local public health systems to effectively prevent, detect, and respond to infectious diseases, building on broad experience and existing capabilities that align with GHS priorities, National Action Plans for Health Security (NAPHS), and United States Agency for International Development (USAID) goals. With presence in more than 60 countries and extensive breadth and depth of technical experience in the 11 priority GHS technical areas, FHI 360 and our consortium partners are ready to rapidly implement GHS programming.
Job description:
The EpiC Kyrgyzstan Project Assistant for GHS will provide basic administrative support on a core project and/or technical operations (e.g., coordinating meetings, making travel arrangements, processing expense reports). Supports the planning and execution of project and technical initiatives. Assist with the monitoring of progress towards attainment of objectives and deadlines, reporting results to appropriate staff. Communicates extensively with staff and colleagues. Reporting to the Associate Project Director for GHS, this position will be based in Bishkek, Kyrgyzstan.
Position Responsibilities
Programmatic Support:
- Provide administrative support including calendar management, scheduling, and managing expenses.
- Attend project meetings and prepares pre-meeting and post-meeting notes and memos.
- Plan for project-related meetings; booking conference rooms; ordering catering; preparing materials, etc.
- Support logistical arrangements for events, conferences, and workshops, including invitations, and procurement of materials, supplies, refreshments, etc.
- Support departments, practices and/or projects to manage electronic files and/or review to ensure completion.
- Provide communication support; compile folders for external stakeholders; keep track of
- communications materials inventory and work with teams to request additional materials, as needed.
- Taking meeting notes and maintain project files.
- Perform other tasks as assigned by the supervisor.
Programmatic Administration:
- Support travel activities for staff and consultants including preparation of expense authorizations, obtaining client travel approval, working with Travel Department to obtain air tickets and advances, and supporting travel expense reporting when required.
- Assist in the collection of information for use in reports and formats report drafts.
- Maintain distribution list for project reports.
- Send reminders to keep team on track with reporting deadlines.
- Serve as a backup to others at same level.
- Maintain, copy, and coordinate storage and archiving of files.
Operational Support:
- Post job descriptions for national and international consultants, experts. Arrange interviews.
- Consultant support: compile consultant agreement packages, obtain approvals, and upload in financial system of record.
- Provide point of contact support for project consultants, such as processing reimbursement requests and invoices.
- Set up purchase requisitions in the finance system of record.
- Set-up technology for meetings.
- Troubleshoots equipment issues.
Qualifications
- Bachelor level degree or its International Equivalent in Civil Society, Economic Development, Education, the Environment, Gender, Health, Nutrition, Research, or a Related Field.
- At least 2 years of relevant administrative experience supporting projects and/or a technical practice area.
- Prior experience in a non-governmental organization (NGO) preferred.
- Computer skills at the level of an experienced user (MC Word, Excel, Outlook, Power Point).
- Must exhibit high levels of professionalism, integrity and ethical values at all times.
- Able to manage tight deadlines and deliver high volumes of work with minimal supervision.
- Excellent communication skills.
- Fluency in Russian and Kyrgyz is required. Knowledge of English is an asset.
Travel Requirements:
- 5-10% within the Kyrgyz Republic.
