Org. Setting and ReportingThis position in located in the United Nations Mission for the Referendum in Western Sahara (MINURSO), Laayoune. The Engineering Technicians will report to the Chief, Engineering and Facilities Management Section. ResponsibilitiesWithin delegated authority, the Engineering Technician will be responsible for the following duties: OPERATION โ€ข Liaises frequently with the Planning and Operation Unit to perform all tasks related to Water and Sanitation, HVAC, refrigeration (including freezers), laundry equipment, industrial kitchen equipment and kitchen appliances works in the mission including the installation of new systems as well as maintenance of existing systems. โ€ข Locates viable water sources and abstraction points such as ground water sources (wells and boreholes). โ€ข Supervises drilling of wells and boreholes and construction of surface and subsurface water intakes. โ€ข Supervises the installation and operation of water supply systems, water treatment plants, water storage facilities, pumps, plants and control panels of other allied equipment. โ€ข Supervises the installation and maintenance of septic systems, sewerage network, sewage treatment plant, pumps, plants and controls panels of and other allied equipment. โ€ข Monitors the performance of water and wastewater equipment, and infrastructure in the field including boreholes, pumps, main supply, storage tanks, distribution networks and sewage systems. โ€ข Diagnoses problems and develops solutions for malfunctioning or defective related equipment or systems and/or buildings and infrastructure. โ€ข Ensures that related equipment and systems meet the safety and environmental standards in accordance with international codes and regulations. โ€ข Inspects and reports on construction, installation and maintenance projects carried out either by contractors or tradesmen and staff under supervision. โ€ข Monitors the tools/equipment and spare parts inventory, ensuring the use of items/spare parts in the most productive manner and ensures adherence to safety programmes related to the safe operation of engineering equipment and power tools. โ€ข Trains technicians and end-user in the proper operation, upkeep, general maintenance of HVAC and other equipment and monitoring adequate supply of spare parts for routine scheduled maintenance, as well as in maintaining logbooks and maintenance records and spare parts' consumption records. ADMINISTRATION โ€ข Manages the Water and Sanitation / HVAC Unit including related equipment's installations repairs, operation and maintenance. โ€ข Supervises and delegates tasks to unit's staff/contractors and provides evaluation reports on their performance. โ€ข Identifies resource requirements for the area of responsibility in connection with budget preparations. โ€ข Provides lists of items/spare parts, tools and equipment required, well in advance. โ€ข Assists in technical evaluation of bids and proposals for engineering projects and equipment. โ€ข Reviews and approves work orders and secures equipment, materials, supplies and spare parts for planned and urgent works. โ€ข Supervises the maintenance of records relating to inventories, work orders and general correspondence. โ€ข Verifies progress or completion of engineering projects and recommends to the Chief of Section for partial or final payments. โ€ข Follows up on correction of defects in material or workmanship of contractorโ€™s work during the warranty period of the contracts. โ€ข Provides expert technical advice on technical/solicitation documents and overall policies, procedures, and guidelines pertinent to mission activities, considering quality management and risk management best practices. โ€ข Perform other duties as assigned by the supervisor or the Section Chief. โ€ข Contributes to the collection and analysis of data as well as identification of trends or patterns and provides draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting. โ€ข Documents requirements and background information used for data analysis. Experience in preparation of scope of requirements and technical specifications, project document is desirable. Experience providing services in the field of engineering to or in a field operation of the United Nations Common System or a comparable international organization is desirable. Experience in international operations in a post conflict environment is desirable. A minimum of four (4) years of supervisory responsibility is desirable.
