Juba is classified \"E\" category and is a non-family duty station. The incumbent will report to the Chief Engineer or his/her designate. ResponsibilitiesWithin delegated authority, the Engineer at this level will apply professional engineering knowledge and expertise in performing the following duties: Administration: โข Provide of effective and efficient engineering maintenance service in AOR through integrated efforts of Military and Civilian components of Engineering Unit in Juba. โข Provide efficient management of utilities services through improved efficient management of resources through centralization of power stations, centralization of water treatment and distribution system and centralized sewage treatment systems, through innovation and improvisation of the available resources. โข Provide supports with resources for development of short and long-range plans for the design, procurement of goods/services, construction/commissioning, and operation/maintenance of mission facilities and infrastructure, taking into consideration that missions are typically established in areas with a risk-environment of medium to high threat, and in areas with minimal power, communications, transport and service infrastructure. โข Prepare reports and other associated engineering-related information, for progress reporting, and special reports for quality, cost or schedule variances. โข Draft responses to both internal and external audit observations on engineering tasks and activities in the mission. โข Supports the development and implementation of operational plans, standard operating procedures (SOPs), initiatives and projects relating to contract compliance and performance management. Planning: โข Establish innovative engineering solutions, achieving excellence in the provision of engineering services giving special attention to efficient management of available resources. โข Carry out development of annual engineering budgets, acquisitions, demand plans and associated work schedules, based on engineering resource planning, taking into account all required engineering materials, personnel and equipment needs and selected enabling capacities (e.g., military engineering units, commercial contractors, mission support teams, or mission engineering staffing) for the most effective and efficient execution of the engineering work plans. โข Monitor actual costs and schedule performance against the approved budget and baseline schedules. โข Carry out work related to contract management, procurement, billing and receipt of income from various services, operational travel program, contract monitoring and evaluation of vendor contracts/payment to vendors and individual contractors for services. โข Keeps abreast, through relevant engineering literature, of significant trends and the development of improved methods and equipment. Implementation: โข Managing the implementation of engineering projects, both inhouse and outsourced, as per applicable SOPs and industry standards. โข Implementing the project accounting in UMOJA, providing detailed project accounting and procedural documents. โข Collaborating and coordinating with stakeholders in providing adequate satisfactory engineering services to the TCCs, IPUs, and Civilian. โข Collaborating and coordinating with ES HQ offices to ensure delivery of engineering services for supporting the Missionโs mandate. โข Provide expert technical advice and overall policies, procedures and guidelines pertinent to the mission's engineering activities, taking into account quality management and risk management best practices. Recommend solutions to unusual engineering, contract management and budgetary problems. โข Provide expert advice on administrative, budgetary, contract management and overall policies, procedures and guidelines pertinent to the mission's engineering activities. โข Performs/coordinates duties related to asset and material management including daily notifications in UMOJA for issuance of inventory in close coordination with the Central/Integrated Warehouses. โข Performs other related duties as assigned by the Chief of the Engineering Section. EducationAdvanced university degree (Master's degree or equivalent) in Civil Engineering, Electrical Engineering, Mechanical Engineering, Architecture or related appropriate area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Job - Specific QualificationCertification in Project /Programme Management methodology by an accredited body (i.e. PMP, PGMP, PRINCE 2 Foundation Project Management certification or practitioner level is desirable. Work ExperienceA minimum of seven (7) years of progressively responsible experience in engineering projects, including at least two years at the international level is required. Knowledge of methodologies for project planning, execution and evaluation of engineering compliance standards is required. Experience managing performance-based service contracts, managing high dollar value complex contracts is desirable. Experience working in a United Nations common system field operation (inclusive of peacekeeping, political missions and UN agencies, funds, and programs - or similar international organization or non-governmental organization)- in a conflict or post conflict setting is desirable. Experience in reviewing and revising project documents, analyzing design specifications included in project proposals and preparing relevant reports is desirable. Hands-on experience with UN administrative/financial policies and practices is desirable. Experience with SAP ECC (ERP Central Component), and SRM (Supplier Relationship Management) in the areas of scheduling, procurement and logistics processes is desirable.
