Org. Setting and ReportingThis position is located in the United Nations Interim Security Force for Abyei (UNISFA), duty station Abyei. The incumbent will report to the Chief of Engineering Unit. ResponsibilitiesWithin delegated authority, the incumbent will be responsible for the implementation of all expansion, alteration, improvement, and major maintenance works including coordination with other projects stakeholders ensuring implementation timely, efficiently and within budget. Schedule, all day-to-day renovations, alterations, and improvement of roads, helipads, drainages, parking/warehouses areas, buildings, walkways, gardens etc. in UN camps and team sites in the mission area, ensuring that the said works are planned/scheduled and completed in time and to the applicable engineering standards. The responsibilities of the incumbent include, but will not be limited to: โ€ข Directing the preparation and up-dating of project documentation, including project plan, project schedule, scope of work, drawings, and technical documents for competitive tender; and managing the evaluation of technical proposals; and serving as a principal certifying officer for all alteration, improvement, and major maintenance works. โ€ข Overseeing the on-site construction works during all phases of the major works and alteration and improvement projects through adequate contract management arrangements to ensure the contractors' compliance with their contractual obligations. โ€ข Managing all relevant aspects of financial management of the construction projects, administer and follow-up all regular payments and performance and reporting to the Chief Engineer or their designate. โ€ข Plan, schedule, organize and supervise the works assigned to technical Sub-Unit and/or Integrated Force Mobility Team consisting of Military Engineers and Contractors. โ€ข Plan construction and renovation projects, including conceptual design, identification of design parameters, analysis of functional/special needs and recommendations on alternative solutions. โ€ข Draft status reports, briefing papers, update and ad-hoc reports on status of the various stages of assigned projects. โ€ข Assist in the implementation of the work plan of the Section and in managing the resources and participate in preparation of the budget and spending plan of the Section. โ€ข Coach, train and supervise Field Service and General Service staff in the Technical Unit, coordinate specialized needs for special events or special construction and operational issues. โ€ข Manage all phases of construction, and modification programs on a continuing basis, to include technical, administrative, budget and related operational requirements, ensures uninterrupted functioning of all infrastructural support systems. All actions required for effective office and external space utilization and upkeep, suggests relevant budgets, oversees implementation. โ€ข Establish quality maintenance and service standards. โ€ข Supervises contractor performance, evaluating respective results relative objectives, ascertains completion and compliance to the requirements and endorsing release of remuneration or taking corrective actions, as necessary. โ€ข Analyze existing facilities and projects future needs for the immediate next budget year; โ€ข Prepare schedule of the dry season development task activities utilizing heavy equipment operated by contractors and military company and develop Gantt charts in MS Project and task contractors and the military engineering company. Supervise the works of Force Mobility contractors and the military engineering company. โ€ข Perform other duties, as directed by the Chief Engineer or their designate. EducationAdvanced University Degree (Master's Degree or equivalent) in civil engineering, architecture or a related engineering field. A first-level university degree in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree. Job - Specific QualificationPRINCE 2 certification is desirable Work ExperienceA minimum of five years of progressive experience in civil engineering projects construction is required. A minimum of two years' experience in implementing infrastructure projects related to road construction, repair and drainage, ground works and/or bridge construction utilizing heavy engineering equipment is required. A minimum of two years of experience working on large scale infrastructure projects or civil works in desert or tropical environments is required. A minimum of 2 years of experience in planning and scheduling large-scale horizontal ground works in MS Project utilizing heavy construction equipment and monitoring progress in MS Project schedule is required. Experience in the use of AutoCAD is desirable. LanguagesEnglish and French are the working languages of the United Nations. For this position, fluency (written and oral) in English is required. AssessmentEvaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
