Result of ServiceThe overall objective is to support the Botswana to plan, measure, manage and track the implementation of its NDC mitigation actions and expected GHG impacts, by putting in place frameworks for emissions projections of selected interventions, impact assessment and a regular data collection, tracking and management framework for the NDC. This will include those needed to project GHG emissions/removals, assess the impact of relevant policies and measures, and develop appropriate indicators for reporting on progress achieved. Work LocationRemote or Gaborone, Botswana Expected duration10 months Duties and ResponsibilitiesThe Initiative for Climate Action Transparency (ICAT) was established in 2015 at the COP that adopted the Paris Agreement to support the implementation of the Agreementโ€™s Enhanced Transparency Framework. ICAT provides countries with tailored support and practical tools and methodologies to build robust transparency frameworks needed for effective climate action in sync with national development priorities. The projects ICAT supports relate to: building or enhancing transparency frameworks for mitigation; building a monitoring and evaluation approach for adaptation; building or enhancing frameworks to track progress in implementing nationally determined contributions; assessing the impacts of climate policies; estimating or enhancing projections of greenhouse gases; integrating and/or aggregating climate actions at the subnational level and for non-State actors; building a tracking system for just transition processes; establishing or enhancing a climate data system; and putting in place a framework to track climate finance. To address Botswanaยดs needs and to support the countryยดs initiatives to track the implementation of its NDCs and the achievement of climate targets, Botswana is engaging with the Initiative for Climate Action Transparency (ICAT) through its international implementing partners, UNEP Copenhagen Climate Center (UNEP-CCC). Through this collaboration, Botswana is expecting to get support on the development of country โ€“ tailored tools and frameworks to measure and project desirable GHG impacts from climate interventions, planned in their NDC. It is expected to improve monitoring, tracking and reporting arrangements on the implementation of its NDCs and the achievements of climate targets, which would help Botswana to meet the Enhanced Transparency Framework requirements of the Paris Agreement. Following the countryยดs sectorial priorities, the ICAT project will focus on the Energy and Transport sectors. During its second phase, the ICAT Botswana project will focus on the following areas: โ— Impact assessment of selected policies and measures in the Energy and Transport sectors, using ICAT methodologies such as the ICAT Renewable Energy and Transport Pricing Assessment Guides โ— Development of a framework for projections of emissions in the Energy and Transport sectors, including capacity building and technical assistance on selected modelling tools; data collection and processing to prepare projection of GHG emissions and removals for the selected sectors; and development of the projections โ— Development of an NDC tracking framework for the selected priority sectors (energy and transport), including mapping of existing NDC implementation plan indicators and available data; identifying new/additional indicators to track progress towards the implementation and achievement of Botswana's NDC targets in both mitigation and finance received; and developing technical guidance for tracking NDC policies/measures โ— Recommendations and assessment on gaps and needs for tracking indicators and data gaps for finance support needed and received For the ICAT implementation in Botswana, the Energy Expert will work in close coordination with the ICAT national leading coordinator, other national technical consultants, and with the Project Coordinator in UNEP CCC, who will supervise technically and follow up on the compliance in order to ensure the completion of outputs and submissions of technical deliverables indicated in the work plan of the project. The overall objective is to support the Botswana to plan, measure, manage and track the implementation of its NDC mitigation actions and expected GHG impacts, by putting in place frameworks for emissions projections of selected interventions, impact assessment and a regular data collection, tracking and management framework for the NDC. This will include those needed to project GHG emissions/removals, assess the impact of relevant policies and measures, and develop appropriate indicators for reporting on progress achieved. The energy sector expert will undertake a full-time assignment to perform the following tasks and functional responsibilities: Inception Phase: โ— Undertake a stocktaking exercise, based on available resources and results from Phase I, to determine: o The current status of data collection, data sources, what institutional arrangements are relevant, and key priorities for the MRV system, projections, and NDC tracking in the Energy and Transport sectors. o The existing capacity across sectors and key gaps/needs related to the NDC development, identified indicators, projections and other technical work that has been done before. o Knowledge and capacity in a country, training needs, and who should be trained. o Opportunities to align the NDC tracking activities with the updates to the GHG inventory including needs and gaps for effective compilation of the national inventory reports for the Energy and Transport sectors. โ— Support coordination, delivery and reporting of an Inception Workshop, highlighting the results from the stocktaking exercise and reflecting inputs from participants. Activity 1: Assessment of GHG impacts of selected policies and measures using ICAT methodologies โ— Identify policies and actions with the significant possible impact for achieving the NDC targets. โ— Conduct the GHG policy impact assessments, for the selected 1 to 3 policies and measures, for example, using the ICAT Renewable Energy methodology: o Identify with and without policy scenarios for evaluation of GHG effects for the Energy sector. o Quantify policy impacts for the Energy sector. โ— Support the project team in conducting a policy assessment workshop to discuss the GHG policy impact assessments, deep diving into the ICAT methodology used and its implementation in 1 to 3 selected policies and measures. โ— Conduct scoping work on developing a data sharing platform for the sole purpose of conducting GHG inventories and tracking NDC implementation. Activity 2: Framework for projections of emissions in the selected sectors โ— Support the project team in organizing and conducting an in-depth training workshop on the GACMO modelling tool. โ— Identify policies and measures in the selected sectors to develop a โ€˜with measuresโ€™ projection of GHG emissions, and where relevant โ€˜with additional measuresโ€™ projections and a โ€˜without measuresโ€™ projections. o Review current data and collect additional data to develop sectoral projections using the GACMO tool. o Identify gaps in data, data management, institutional arrangements and resources. o Develop projections of GHG emissions, documenting the methodology used for developing the GHG emissions projections. o Coordinate and hold working group sessions to assess the ongoing work on data needs, gaps and methodology for developing GHG emissions projections. โ— Support the project team in organizing and conducting a stakeholder consultation workshop to validate the activities and scenarios developed. Activity 3: NDC Framework for the Energy Sector โ— Develop technical guidance for tracking NDC policies and measures, by: o Developing a mapping of existing NDC implementation plan indicators and available information, building from the outcomes of the ICAT Phase I project. o Identifying new/additional/revised indicators to track progress towards the implementation and achievement of a countryโ€™s NDC targets under Article 4 aligned with the requirements of the CMP decision 18/CMA.1. o Identifying the data required to assess and monitor the indicators quantitatively and adopt which indicators to use in different sectors. โ— Support the project team in planning and conducting training programmes to experts and other stakeholders from relevant ministries and agencies on the application of the tracking templates and/or technical guidance. The aim of the training is to introduce the template/guidance, including their scope and functionality in the national context, and appoint data champions that will be responsible for the tracking of the different policies and indicators. โ— Support the project team in planning and conducting a stakeholder consultation workshop to validate the activities, indicators and methodology developed. Incorporate the main findings of the stakeholder consultation to develop the final versions of the indicator set, including tracking templates and technical guidance. โ— Building on the roadmap for implementation of MRV institutional arrangements developed under ICAT Phase I as well as the institutional arrangements proposed for the different tracking indicators, develop an overarching structure for institutional arrangements for MRV mitigation policies and actions (including definition of roles and responsibilities of national entities at the different levels). Activity 4: Project closure โ— Support the project team in planning and conducting a final validation workshop identifying lessons learned and key achievements โ— Support preparation of communication materials and a summary on lessons learned and key achievements of the project The services provided by the consultant will be under the technical supervision of UNEP-CCC and the National Focal Point in Botswana. In all cases, the product is considered completed after the technical review and approval of UNEP-CCC and the National Focal Point in Botswana. International travel will be assessed on an ongoing basis for this consultancy. Qualifications/special skillsa) Advanced university degree (Masterโ€™s or equivalent) in Engineering, Environmental Science, Energy Policy, Economics, Natural Sciences, or a closely related field. b) Postgraduate studies or demonstrable specialization in climate change, sustainable energy systems, or related disciplines is highly preferred. a) Minimum 5 years of professional experience focused on climate change mitigation, energy systems analysis, and Measurement, Reporting, and Verification (MRV), particularly within the context of the Paris Agreement's Enhanced Transparency Framework (ETF). b) Demonstrated experience in energy policy analysis, development, or implementation. Specific experience related to transport sector energy consumption, policy, and mitigation strategies is a significant advantage. c) Demonstrable experience contributing to the formulation, implementation, or monitoring of Nationally Determined Contributions (NDCs). Focus on the energy sector components is highly desirable. d) Proven ability in greenhouse gas (GHG) emissions modeling and scenario analysis, specifically applied to the energy sector (including power generation, industry, transport, and fugitive emissions). Experience should include familiarity with relevant methodologies and tools for baseline and mitigation scenario development. e) Proven experience working within or closely with the Botswana energy sector (e.g., relevant ministries, regulators, utilities, private sector) and deep understanding of its specific context, challenges, and opportunities is highly desirable. f) Proven experience in providing technical consulting services and contributing to project management, preferably on climate change or energy-related initiatives.
