Result of ServiceThe developed energy model results will support and apprise key policy makers to delineate strategies and introduce new policy framework for energy-efficient lighting, appliances and equipment. The implementation of the activities described will contribute to reduced energy consumption and greenhouse gases emissions associated with lighting, appliances, and equipment with emphasis on heat pumps. This will be achieved by means of developing accurate energy saving estimates and providing technical input and guidance to the project team and its contractors and government representatives on energy efficiency policy development activities. Work LocationRemote Expected duration6 months Duties and ResponsibilitiesUnited for Efficiency (U4E) is a global initiative launched in 2010 to help developing and emerging markets quickly and comprehensively transition to energy-efficient lighting, room air conditioners, household refrigerators, electric motors and transformers (see http://united4efficiency.org). A well-designed set of policies can help transform these markets by enabling them to leapfrog past outdated technologies to superior, cost-effective alternatives. United Nations Environment Programme (UNEP) leads U4E.`. In national and regional projects around the world, U4E promotes an Integrated Policy Approach that includes minimum energy performance standards (MEPS); product labelling and communications; financial mechanisms; market monitoring, verification of product performance and enforcement of regulations (MVE); and environmentally-sound management (ESM) and safe handling of products. One of the key tools of U4E is the country saving assessments (CSA) which show developing countries and emerging economies the electricity savings potential and other associated climate and financial benefits of a market transition to energy-efficient appliances, lighting, and equipment. The consultant is specifically required to upgrade the CSA analysis, which was last updated in 2022, by incorporating changes to macro-economic indicators and extending the savings potential projections up to 2050 for all cooling product categories and appliances. This will involve adjusting the MEPS implementation timeline to 2026. Additionally, the consultant must develop a dynamic dashboard that enables users to modify implementation timelines and the ambition levels of MEPS for cooling products. The consultant is also responsible for adding a feature to the CSA that quantifies additional savings from the introduction of sustainable public procurement guidelines. Furthermore, the consultant is expected to contribute to communication and outreach activities related to the newly updated CSA. As part of U4Eโ€™s ongoing efforts to expand its product portfolio to cover key categories that account for over half of current electricity consumption, the technical and knowledge management consultant will also develop a scoping report for the inclusion of data centers in the CSA. The programme support consultant will facilitate the achievement of the following objectives: โ€ข Provide updated analysis of CSA by revising the underlying assumptions on macro-economic indicators, MEPS levels for relevant product categories and extending the savings up to 2050 โ€ข Develop dynamic dashboard capable of altering the MEPS ambition and implementation schedules for cooling products that would help inform government, private sectors, industry and academia and policy makers on savings opportunities. Introduction of a feature to determine savings due to implementation of sustainable public procurements. โ€ข Remote support available to respond remotely to inquiries on U4E-relevant policies and products. โ€ข Develop the scoping report on the viability of Data Centers inclusion in country saving assessments (CSA) with technical inputs on key performance parameters and specifications from U4E experts and partner institutions. โ€ข Provide information, based on the work, that facilitates the U4E communication campaigns and general outreach. Qualifications/special skillsโ€ข Advanced university degree or equivalent in engineering, physical sciences and/or environmental sciences/studies, with more than 8 years of work experience in energy efficiency; such as in efficient lighting, industrial equipment or consumer appliances. โ€ข Excellent skills in data assessment, collection, knowledge management and excellent analytical skills to derive appropriate results, conclusions and strategies. โ€ข Active involvement and knowledge in the area of energy efficiency in developing countries. โ€ข Knowledge and previous experience in efficient lighting and/or industrial engineering and/or consumer appliances past, present and future trends. โ€ข Effective research and analytical skills, combining appliances and equipment technology knowledge and good understanding of appliances and equipment vis-ร -vis climate change mitigation, energy efficiency and developing country needs. โ€ข Active involvement and knowledge in the area of energy efficient lighting and/or appliances and / or equipment. โ€ข Experience and understanding of the policy, technical and regulatory aspects of energy efficiency and the future market direction. โ€ข Experience of working in multi-cultural teams. โ€ข Good written and oral communications skills. โ€ข Excellent skills in policy and technical writing. โ€ข Effective drafting skills with a focus on energy matters.
