To face the potential impacts of the Covid-19 pandemic, Government authorities are moving fast forward with action to address both the development challenges and the additional demands for economic recovery. Employment generation and skill development are critical and could play a major role to boost economic recovery, productive sector and transformation that will led to inclusive sustainable development.
Within this context, Government will conduct a mid-term review of the National Development Plan 2018-2022 (NDP), which is expected to strengthen the programmes related to income generation, skill development and employment. The measures will enhance the capacity of the Technical and Vocational Education and Training (TVET) and entrepreneurship training centers.
The Ministry of Public Administration, Labour and Social Security (MAPTSS) has implemented specific programmes in these areas, along with the National Institute for Employment and Vocational Training (INEFOP). Ministry of Education is also involved with specific programmes related to technical education.
TVETs are playing crucial role in strengthening professional skills and foster job opportunities for the larger youth population in Angola. Recently, ILO, Mandume Yandemufayo University and UNDP Angola have conducted a joint study to investigate the relation between skill supply and demand in the province of Huila. The research revealed a significant skill mismatch, with limited employment opportunities for the youth and weak relation between the TVET system and the labor market.
UNDP Angola is supporting Government to find innovative solutions to its development challenges, in line with its Country Programme Document 2020-2022 for Angola. UNDP In its programming, advisory and advocacy activities promote integrated approaches that tackle the interconnected issues of multidimensional poverty, inequality and exclusion and promotion of the Sustainable Development Goals (SDGs). In partnership with Government, UNDP is looking to provide technical assistance to review, strengthen and accelerate key employment and TVET programmes.
Specifically, the consultant will work with the government, particularly with MAPTSS and INEFOP and other relevant entities, both at national and local level, to review, strengthen and accelerate the implementation of the employment and TVET programmes. Under the overall guidance the UNDP Resident Representative in Angola, the Consultant should report to UNDP’s Head of Inclusive Growth and Sustainable Development and work in close collaboration with the Country Economist. [ILO Country Director for the Democratic Republic of the Congo, Angola, Central African Republic, Chad, Congo and Gabon will have co-guidance on the technical and policy support to MAPTSS and INEFOP to accelerate the implementation of relevant employment policies and TVET programmes.
She/he will collaborate with other programme colleagues in Country Office, especially with the Country Economist, Head of Inclusive Growth and Sustainable Development, and Governance Clusters, as well as the Country Partnership Development Specialist. In addition, the Consultant will provide support for the organization of events such as convening and leading workshops on social programmes revisions, monitoring and evaluation and effective implementation.
The duration of work will be 36 weeks in total, but the delivery of work will be arranged over 12 months and divided into four blocks of four weeks. The payment of consultancy fees will be based upon submission of timelines and deliverables by block
Duties and Responsibilities
The specific tasks of this consultancy are to support the Angolan Government to review, strengthen and accelerate the implementation of the employment and TVET programmes. Under the overall guidance of the UNDP Resident Representative in Angola, the consultant will be responsible for:-
Technical and policy support to MAPTSS and INEFOP to accelerate the implementation of relevant employment policies and TVET programmes, at national and local level:
- Review, analyze, assess and propose improvements in the relevant programmes;
- Support Government to review, restructure and improve TVET curricula;
- Prepare technical note, reports, presentations and other input, as needed;
- Other activities as requested by MAPTSS and INEFOP in accordance with UNDP.
Technical assistance to promote the relation between skill supply and demand:
- Support the implementation of professional internship programmes;
- Relation with private sector to promote the relation with TVET system, including the promotion of public-private partnerships;
- Design and organize seminars, workshops, teleconferences and similar activities;
- Attend meetings at national and local level, as needed.
Policy advocacy and support:
- Technical assistance to support a review of the relevant legislation;
- Promotion of partnership between TVET centers and private sector;
- Support to strengthen the National Centre for the Training of Trainers;
- Participate in joint resource mobilization activities;
Monitoring and Evaluation Framework:
- Analyze and evaluate data to ensure achievements of objectives and develop presentations and written products on the findings;
- Promote a results-based approach to monitoring and evaluation, emphasizing results and impacts;
- Include a sustainability plan for the project activities in the final report and an exit strategy that guarantee the sustainability and continuity of activities inside the communities;
- Prepare the training timetable for capacity building on M&E for government officials involved in implementation of social programs;
- Prepare consolidated final report for social programmes including identification of problems, causes of potential bottlenecks in implementation, and providing specific recommendations.
Expected Outputs and Deliverables:
- Detailed workplan with timeline and actions after consultations with government and key partners to support MAPTSS, INEFOP to strengthen and accelerate the implementation and impacts of the programmes related to employment and TVET;
- Detailed consultancy report by block reflecting all actions, progress, results and recommendations in area of employment and TVET development in Angola
- Detailed cumulative policy report of the four blocks with description of context, challenges facing implementation and policy recommendations for the government and further UNDP engagement in the sector.
- Demonstrates commitment to UNDP´s mission, vision and values;
- Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability;
- Highest standards of of integrity, discretion and loyalty.
- Strong social programme policy analysis skills, particularly on employment and TVET
- Previous experience in producing or facilitating employment programmes related knowledge products and services
- Experience with data collection, evidence creation, analysis, citations, and policy proposal
- Excellent communication, reporting and professional level, including writing skills, in both English and Portuguese
- Critical thinking skills and ability to provide material supported by evidenced bases research
- Knowledge of national policy objectives of Angola, specifically as laid out in the NDP 2018-2022
- Demonstrated understanding of indicators, SDGs, and results-based management
- Ability to work with a multicultural environment and a multidisciplinary team
Required Skills and Experience
- Minimum Master’s degree in social sciences, public policy or related subject
- At least 10 years of experience in one or a combination of the following areas: employment policies, TVET, policy planning, policy analytics, social protection, monitoring and evaluation;
- Proven work experiences with policy formulation and design related to employment and TVET;
- Experience of working with UN agencies or Donors or Governments, with policy type data or report creation or evidence generation, and/or indicators and results-based management, and/or research related to poverty, and/or research related to social or vulnerable communities;
- Previous work experience in Angola is desirable.
- Fluency in English and Portuguese written and spoken is required.
Evaluation Method and Criteria:
- Individual consultants will be evaluated based on the following methodology. The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as a) responsive/compliant/acceptable; and b) having received the highest score out of set of weighted technical (70%) and financial criteria (30%). Financial score shall be computed as a ratio of the proposal being evaluated and the lowest priced proposal received by UNDP for the assignment.
Financial evaluation - Total 30% (30 points)
The following formula will be used to evaluate financial proposal:
