  2. The Emergency Response Team (ERT) has both international and national staff โ€“ with experience in Front-Line Emergency Response, a good understanding of the Mozambique context, have the ability to travel to most parts of the country;
The ERT is established in coordination with the Emergency Coordination Team (ECT) and the process is coordinated by the ERM;ย  The ERT has the capacity to select members based on NRCโ€™s HR recruitment policies and the ERT recruitment policies to join the EOT.ย  EOT Selected team members should currently hold an officer position or above. Members should be willing to undergo emergency trainings provided by NRC;ย  Members demonstrate good leadership, communication and management skills; Members should be good representation from both programs and operations as well as field;ย  Selected members should undergo orientation by the ERM.ย  ETLs should make sure the position / the team reports to the ERM โ€“ advice and provide updates on EP work in a timely manner. Have regular meetings to appraise each other of the progress on EP outputs, highlight challenges and ensure that they come up with mitigation measures and solutionsย  Team members have delegated authority with clear tasks and objectives from the ERM and ECT:ย  Ensure their accountabilities is clearly communicated as well as roles and responsibilities

Roles and Responsibilities

The purpose of the Emergency Team Leaders as part of the Emergency Response Team is to pre-position and support the management of a Rapid Response Team. The following is a brief description of the role. The position is a part of the regular Programme Team and a part of the Emergency Response Team and will oversee the Emergency Response Programme in each of the Area Teams in Mozambique. The positions will coordinate Emergency Assessments, and from there facilitate the development of integrated Emergency Response Plans supporting the ERM and ERC. The position also works a lot at Emergency Coordination level. The Emergency Team Leaders will proactively engage with Area Managers and Area Programme Managers, focusing on the following main issues:ย  Capacity building of staff; Localized Emergency Preparedness and Response Plans.ย  The set-up requires a person that can make themselves relevant to others, and create opportunities to demonstrate value addition.ย  Degree in Social Sciences: Anthropology, Sociology and other related areas. Coordinate the management of the ERTs and RRM Teams; Implement Plan of Action for delegated portfolio of Emergency Response; Day to day follow of progress in project implementation; Ensure compliance with NRC policies, tools, handbooks and guidelines; Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist; Document, promote and share ideas for technical improvement; Prepare periodic progress reports and other documents; Ensure capacity building of project staff and transfer key skills;ย  Liaison and collaborate with relevant local authorities and stakeholders; Promote the rights of IDPs/returnees in line with the advocacy strategy specific responsibilities The Norwegian Refugee Council (NRC) is an independent humanitarian organisation helping people forced to flee.
