Develop the Education strategy, technical SoPs/guidelines and Macro Log-frames (MLF) Compliance with and adherence to NRC policies, CC Global Development Strategy, as leading technical document to comply with/ align to, CC tools, handbooks and guidelines Responsible for developing and managing funding proposals, project budgets, and donor reports.ย ย  Overall line and performance management of education project staff in Uganda, and supervisory line to staff assigned through HOP Coordinate and manage the education project implementation (activities, budget, and project documentation) in line with proposals, strategies, guidelines and donor requirements.ย ย ย ย ย ย ย  Ensure capacity building of education project staff and transfer key skills. Liaise and collaborate with relevant local and national authorities and stakeholders and represent NRC in relevant forums/clusters/working groups. Contribute to the implementation of Safe and Inclusive Programming (SIP) Minimum Standards across the programmatic approaches and strategic direction. Identify trends, technical standards and donor priorities. Promote the rights of refugees/IDPs in line with the country and advocacy strategy.

Specific responsibilitiesย 

Contribute to the Education Core Competency Global/Regional tools, guidelines, policy and research studies on relevant thematic topics. Lead external coordination engagement with working group mechanisms and other humanitarian actors. Develop and implement the Country Office funding strategy, including leading program development and proposal writing processes, to expand the program portfolio and diversify the donor funding base. Conduct integrated needs, feasibility assessment and studies to develop the program strategy in the refugee-hosting districts and, more specifically, receiving settlements, whilst ensuring alignment withย the NRC Country Strategy Providing technical support to the Ministry of Education & Sports (MoES) to support the BLP institutionalization, referring to the development of an exit strategy. Develop lessons learnt, best practices and recommendations in PSS programming in education and in generalย  Design/ set-up of a youth education and training programme for young people between 15 to 24 years old, providing a pathway to further learning, livelihood/ job opportunities and community engagement. Oversee NRC Program Management Cycle (PCM) framework to ensure effective implementation (on time, on track, on budget) of planned, applied and secured funding streams while ensuring contractual donor compliance.ย  Collaborate with the MEL unit to ensure the monitoring and learning of the education program, focusing on quality control of activities, conducting lessons learned, and completing outcome monitoring and data analysis, among other tasks. It is aimed to use evidence to inform programme design and management. Contribute to the ongoing delivery of โ€˜Safe and Inclusive Programmingโ€™ (SIP) Action Plan targets, in close collaboration with the SIP focal point. Lead capacity building activities to strengthen field staff skills to understand and deliver safe programming based on NRC Protection Policy, SIP guidelines, roadmaps and training materials as per designated responsibilities.ย  Lead the design and delivery of Integrated Response Programs and projects both in Kampala South-West and Westย Nile, jointly with the rest of the Core Competencies. In close coordination with the Advocacy and Communications team, articulate concerns and organize relevant evidence on Education issues in refugee-hosting districts that contribute to NRC's advocacy efforts Provide technical direction and project implementation support

Generic professional qualification and competencies:ย 

Degree in Education, development studies, International Relations, or Social Sciences (Masterโ€™s degree would be advantageous).ย  Minimum 4 years of experience in a senior-level project implementation role in a humanitarian/recovery context.ย  Managerial experience with a focus on strategy and programme development is desirable Technical Education expertise, in particular non-formal education, youth programming and psychological supportย  Ability to work effectively in a matrix hierarchical structure with various internal interlocutors and communication lines. Documented results related to the positionโ€™s responsibilities. Knowledge about own leadership skills/profileย  Fluency in English, both written and verbalย 

Context/ Specific skills, knowledge and experience:ย 

Knowledge of the context in Uganda refugee operations Knowledge of the Education response plan is desirableย  Experience with Program/program start-up, exit or similar strategies.ย  Good understanding of key technical standards (INEE, SPHERE, HAP, IASC, gender mainstreaming, IHL, humanitarian principles etc.) with the ability to integrate into response programming. Experience in team capacity buildingย  A clear interest and understanding of humanitarian issues from emergencies to protracted crises.ย  A clear interest and understanding of Protection Mainstreaming (Safe and Inclusive Programming)ย  Advanced computer skills, especially in MS Word, Excel, Power Point and Outlookย
