Org. Setting and ReportingThe position is located in the International Tax and Development Cooperation Branch (ITDCB) of the Financing for Sustainable Development Office (FSDO) of the Department of Economic and Social Affairs. The FSDO works to advance policy and action on financing for sustainable development to support Member States and other stakeholders in achieving the 2030 Agenda for Sustainable Development and Addis Ababa Action Agenda on Financing for Development: by providing thought leadership and agenda-shaping, promoting multi-stakeholder dialogue, identifying policy options and best practices, and offering strategic advice and support for capacity development in key areas; this includes the work of the branch supporting the work of the United Nations Committee of Experts on International Cooperation in Tax Matters and related policy and capacity support, which is a particular focus of this post. The incumbent reports to the Senior Economic Affairs Officer in ITDCB. More information can be found at: https://financing.desa.un.org ResponsibilitiesUnder the supervision of the Senior Economic Affairs Officer, the Economic Affairs Officer will be responsible for the following duties: Economic or sector analysis โ€ข Develops socio-economic databases and qualitative information necessary for specified recurrent or ad hoc assignments. โ€ข Drafts specified inputs for technical papers and undertake substantive policy analysis of issues related to international taxation and economic development. โ€ข Identifies and analyses policy proposals made elsewhere relating to topics on including transfer pricing, base erosion and profit shifting (BEPS), taxation of increasingly digitalized and globalized economy, tax-related illicit financial flows, tax aspects of transitioning from fossil fuels to cleaner energy sources and other emerging international tax issues; and prepares relevant reports, background papers and parliamentary documentation for the Secretary- General and for intergovernmental bodies. โ€ข Assists in the organization and servicing of expert group meetings, panel discussions, round tables, seminars and briefings (in-person and/or virtual) on the topics related to financing for sustainable development, including through administration support, note taking, and report writing. โ€ข Prepares speeches and other inputs for presentations on topics related to the FSDO process for senior staff of the Secretariat. Intergovernmental support โ€ข Prepares inputs for reports to intergovernmental bodies. โ€ข Follows intergovernmental and inter-agency meetings, and inter-agency and prepares summary reports and, if requested, prepares inputs for reports of the intergovernmental bodies. โ€ข Prepares inputs to statements by members of the Bureau and Secretariat staff to such meetings. โ€ข Assists in the formulation, organization and management of strategies, policies and procedures for keeping under review actions taken by Governments and the major institutional stakeholders involved in various tax issues. General โ€ข Performs other related duties as required, including a variety of administrative tasks necessary for the final delivery of FSDO's programme of the work. โ€ข Undertakes on-the-job and other training activities, both internally and externally. EducationAdvanced university degree (Master's degree or equivalent degree) in economics, macroeconomics, accounting, tax law, business administration or related field is required. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree. Work ExperienceA minimum of five years of progressively responsible experience in economic research and analysis, policy formulation, application of economic principles in development programmes or related area at the national and international levels, involving both analytical and policy development work in the field of international taxation, is required. Experience in negotiation, application or interpretation of bilateral tax treaties in a national authority is required. Experience in intergovernmental processes in the economic and social fields at the multilateral level is desirable. Experience in planning and delivering capacity development activities in developing countries in the area of tax and domestic resource mobilization is desirable. Experience with national tax policy-making is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another UN official language is desirable.
