Result of ServiceThe consultant will report to the Africa Manager, in close cooperation with the CTCN Director and its team Objective 1: Strengthen capacities of National Designated Entities of the CTCN in Africa, CIS and West Asia region and other stakeholders on climate technologies. Outputs: • Draft materials and guidance documents for the request incubator and vision to concept programmes; • Support in delivery of regional capacity building events. Objective 2: Ensure effective preparation and implementation of regional collaborative activities and additional partnership opportunities. Outputs: • Identify potential partners with experience in Africa, CIS and West Asia region; • Contribute to strengthen the relationship of CTCN with key partners: focal point (NDE), consortium partners and network members; • Contribute to the database of partners and their mitigation-related activities in those countries in Africa, CIS and West Asia region with active mitigation-related Technical Assistance; • Draft concept notes on collaboration between the CTCN and other stakeholders (universities, private sector, etc.); • Develop and review PCAs and SSFAs between the CTCN and Consortium Partners; • Develop new concepts for multi-county project proposals using a programmatic approach. Objective 3: Ensure sound coordination and high quality of responses delivered by the CTCN in Africa, CIS and West Asia region Outputs: • Review technical assistance related requests submitted by countries to the CTCN and provide recommendations on request eligibility, refinement and response development; • Develop response plans including technical details and budget in coordination with key stakeholders; • Review the work of the Implementation Team and ensure compliance with work plan timelines and deliverable schedules for TAs; • Review and provide recommendations on the quality of deliverables, including completion reports. Objective 4: Support global processes related to the provision of Technical Assistance Outputs: • Provide recommendations on input into global climate products including within the scope of the UNFCCC processes. Objective 5: Develop and implement GCF Readiness proposals in Africa, CIS and West Asia region Outputs: • Concept ideas for GCF proposals conceptualized • Draft GCF Readiness proposals finalized and submitted • Comments from the GCF Secretariat addressed • Interim progress reports submitted, and implementation followed • Proposals to the GEF finalized and submitted. Objective 6 : Support management of CTCN activities under the theme of innovation and digitalization as in the PoW Outputs: • Support developing CTCN activities to use enablers (to include innovation and digitalization) • Support liaising with countries to identify technical assistances for the use of digitalization and innovation • Support capacity building activities and knowledge products in the area of digitalization and innovation • Support the identification and coordination of partnerships for activities related to digitalization and innovation; • Liaise with the Technology Executive Committee on joint activities related to AI for Climate Action and other digitalization and innovation initiatives The performance will be measured through analyzing the quality of documents produced, the respect of deadlines and the success of activities supported by the consultant: 1/ Management of the Youth Climate Innovation Programme 2/ Participation, contribution and reporting to Technology Mechanism Task Forces on (1) Digitalization and (2) Industry decarbonization 3/ Support of fundraising activities, e.g. German Government, Eurasian Development Bank 4/ Preparation of the SF6 Global Initiative in coordination with GIZ, NDE Germany and the German Government Work LocationHome Based Expected duration12 months Duties and ResponsibilitiesUNEP, as the lead of a consortium of 13 partner organizations, has been selected as the host for the operational arm of the UNFCCC Technology Mechanism: the Climate Technology Centre and Network (CTCN). The mission of the CTCN is to stimulate technology cooperation and to enhance the development and transfer of climate technologies to developing countries. The CTCN assists developing country Parties at their request, building or strengthening their capacity to prepare and implement climate technology projects that span the technology transfer continuum. The CTCN supports public and private sector action on mitigation and adaptation, enhancing low-carbon and climate-resilient development in a manner consistent with the capabilities and priorities of recipient countries. In this position, the consultant will provide services for the operationalization of the Climate Technology Centre and Network (CTCN), and will work in close coordination with the CTCN Director and the Regional Manager on climate technologies in Africa, CIS and West Asia region. In particular, he/she will support: • Capacity building, knowledge management, and communication activities on climate technologies; • Mitigation and adaptation technical assistance request generation and refinement; • CTCN Response Plan development and review (project documents) in collaboration with client countries and sector experts; • Consortium Partner and Network Member engagement for delivery of CTCN technical assistance, including monitoring and evaluation; • Input into global knowledge products including within the scope of the UNFCCC processes; • Outreach to new client countries and network members including through the request incubator and vision to concept programmes. • Support interactions with partners on strategic projects and programmes The consultant will contribute to the following deliverables: • Regional Fora to be conducted throughout 2024 are conducted successfully; • Capacity building and knowledge management activities are supported/delivered; • Potential mitigation and adaptation requests are screened and revised; • CTCN response plans (project documents) including technical details and budget are prepared in coordination with key stakeholders under guidance of the regional manager; • Review and quality assurance of deliverable reports provided by CTCN implementers is undertaken; • The database of partners and their climate activities is updated; • Support coordination of digitalization and innovation activities of the CTCN in line with the Programme of Work 2023 – 2027 • Developing new concepts for multi-county project proposals using a programmatic approach Qualifications/special skillsEducation University degree (Bachelors degree or equivalent) in environmental science, engineering, international development, international public policy or related area; Work Experience • At least 3 years of experience in the field of climate change is required • Experience of working with International Organizations is an asset; • Experience working in Africa is an asset; • Understanding and experience with UN Programmes, their development and implementation activities is an advantage Key Competences • Good understanding of the issue of climate change, good knowledge of climate change adaptation related issues is an asset; • Good written and oral communication skills; • Ability to synthesize information in a clear and well-structured manner; • Ability to work under pressure and to meet tight deadlines; • Ability to plan, prioritize and deliver tasks effectively and on time; • Record of working harmoniously in teams.
