Regional Context

Countries of the Middle East and North Africa, Afghanistan and Pakistan (MENAAP) region confront a vast array of development challenges, from an uncertain and uneven recovery from the COVID19 pandemic to the implications of decelerating global economy, deepening geopolitical divisions, protracted regional conflicts, and climate change. These overlapping crises are amplified by longstanding structural relating to economic governance that contribute to an outsized presence of the state in the economy, high unemployment rates among women and youth, and limited intraregional trade and investment.ย 

Overcoming these challenges will allow MENAAP countries to realize their vast development potential, endowed as the region is with a rapidly growing and highly educated population, geostrategic location, and abundance of renewable energy potential. To unlock this potential, the World Bank is advancing inclusive, sustainable, and resilient development through a two-pronged strategy that seeks to respond to sudden and severe crises while supporting reforms that spur structural transformation and job creation, advance gender equity, strengthen regional cooperation, and accelerate green transitions. This strategy is operationalized through a differentiated approach that reflects the distinct circumstances of the World Bankโ€™s clients in the region, comprising 20 countries that range from active IBRD borrowers and IDA recipients to recipients of reimbursable advisory services and non-active countries with whom the Bank maintains a policy dialogue. The Maghreb Departmentย 

The World Bank Maghreb Department (MNC01) is situated at the western part of the MNAAP Region, serving five Middle Income Countries (Algeria, Libya, Malta, Morocco and Tunisia), collectively representing a population of approximately 100 million. The Country Management Unit (CMU), headquartered in Rabat, Morocco, is led by a Division Director and supported by decentralized teams in each country office. Since the establishment of the department, the Country Management Unit (CMU) has been committed to addressing specific development needs of its member countries through a combination of lending, grants, as well as Advisory Services and Analytics.

The World Bankโ€™s Country Partnership Framework (CPF) for Tunisia (2023-2027) outlines the key pillars of the World Bankโ€™s partnership with Tunisia to: 1) create quality jobs in the private sector; 2) strengthen human capital; and 3) enhance climate resilience and reduce carbon emissions. The World Bank in Tunisia is supporting the Government in advancing these goals through multiple programs, with an immediate focus on Energy, Water, Human Capital and perspectives on Connectivity. Furthermore, the CPF aims to integrate two cross-cutting themes โ€”gender and social accountability, participation, and trust โ€” across programs. As of June 2025, IBRDโ€™s active portfolio in Tunisia comprises 20 projects valued at US$3.2 billion in loans, and grants. The World Bankโ€™s programs in Tunisia are complemented by Advisory Services and Analytics designed to provide important economic and social evidence-based diagnostics, which serve as a public good available to all stakeholders. The World Bank Office in Tunisia includes 40+ staff working across diverse sectors and functions.

The candidate will be a core team member of the Country Office (CO) and primary responsibilities will include comprehensive administrative and logistical support to the Country Management Unit and operational teams working in Tunisia. Specifically, s/he will be responsible for, but may not be limited to, the following duties:

Operational and Administrative Support

โ€ข Carries out office support work, including managing processes and monitoring schedules related to the team's/unit's products and tasks.ย 
โ€ข Coordinates team schedules taking priorities into account, monitors changes, and communicates the information to appropriate staff, inside and outside the immediate work unit, including officials outside the World Bank Group.ย 
โ€ข Tracks assigned task/project steps/timetables, coordinates with relevant staff and provides assistance and/or information on project-related matters.
โ€ข Drafts routine correspondence and proofreads materials using proper grammar, punctuation, and style.ย 
โ€ข Ensures clear communication with government clients in compliance with Bankโ€™s guidelines.ย 
โ€ข Responds to all inquiries and ensures good communication between CO and Sector Units.

Mission and event supportย 

โ€ข Assists visiting missions and project teams with preparation of mission announcements and aide-memoires, planning of local logistics (hotel and transportation), scheduling of meetings, and coordination of administrative arrangements in connection to the mission requirements.ย 
โ€ข Assists in preparation and logistical planning for various events including conferences, workshops, negotiations, board presentation and project signings, etc.ย 
โ€ข Coordinates travel requests and processes statement of expenses for consultants.

Data and Information Managementย 

โ€ข Maintains up-to-date project files (both paper and electronic) and retrieves data from various sources and compiles these for use by the Country Management Unit (CMU) and task team leaders (TTLs).ย 
โ€ข Supports project teams in processing operational tasks in World Bank operations portal.ย 
โ€ข Maintains a current database of contacts for assigned activities.ย 
โ€ข Creates and maintains standard distribution lists for each project and cross-verification.ย 
โ€ข Maintains up-to-date filing system for CMU and TTLs based in/outside the country related to correspondences and reports.

Other Dutiesย 

โ€ข Support and work collaboratively with members of the Country Management Unit, and with other Program Assistants in the Tunis Office, as well as with others in diverse work groups across the WBG.ย 
โ€ข Serve as a back-up to other staff and Task Program Assistants on project and administrative tasks.ย 
โ€ข Perform other tasks as requested by the Supervisor.

Selection Criteria

โ€ข Preferred Bachelorโ€™s degree with minimum 3 years of relevant office administration experience, preferably with international development organizations or international firms.
โ€ข Energetic and efficient, comfortable working in teams with the ability to provide the full range of administrative support work at the highest level.
โ€ข Outstanding skills in organizing, prioritizing, scheduling, planning, and coordinating work and other activities internally and externally.
โ€ข Superior interpersonal and diplomacy skills including demonstrated ability to work in a team oriented and multi-cultural environment; maturity and ability to interact with staff at all levels and to build strong working relationships with counterparts across the WBG and with government counterparts and other external stakeholders.
โ€ข Excellent knowledge of Microsoft Office applications in particular Word, Power point, Excel, and proficiency of technology or/and systems relevant to functional area.
โ€ข High degree of resourcefulness with the ability to anticipate and solve problems and demonstrated willingness to go the extra mile.
โ€ข Language skills written and oral in French, English and Arabic.
