Director of Operations:** The Director of Operations has primary responsibility for 1) human resources, 2) personnel security, both at RI offices and during overseas travel by RI staff; and 3) other operational functions of Refugees International.
The Director will play a critical role as a member of RI’s management team in strategic decision-making and operations as RI continues to enhance its quality programming and build capacity.
The Director works with and supervises an internal Operations Manager and has a close collaborative relationship with the Director of Finance. The Director is also responsible for quarterly reporting to the RI Board of Directors and relevant sub-committees on HR, personnel security, and operations.
Principal Duties and Responsibilities
Oversee the overall HR function at RI, including payroll and benefits, recruitment of new staff, maintenance of appropriate records including HR audits, and the development and management of staff evaluation processes

Ensure compliance with RI policies and national and local labor laws
Maintain awareness of employee well-being and care and recommend appropriate management response
Work directly with supervisors to resolve human resources issues
Serve as the liaison between management and a staff-led Employee Advisory Group
Diversity, Equity and Inclusion (DEI):
Support RI’s coordinated efforts towards increased diversity, equity, and inclusion
Provide strategic leadership by creating, implementing, and evaluating new DEI strategies, and set DEI priorities with organizational leaders and promote accountability to those goals
Recommend changes to organization policies and procedures – drawing from research on best practices, building on current organizational efforts, and working with relevant managers – and oversee implementation
o Oversee the development, monitoring, and enforcement of domestic and overseas security policies and procedures. This includes: overseeing and coordinating security efforts across the organization, impacting overseas travel, information technology, human resources, communications, legal responsibility, facilities management, and other areas
o Identify security initiatives and standards, including security training requirements
o Oversee network of vendors, consultants or third-party providers who provide support services and develop new security support relationships
o Conduct audits on current security platform and develop risk management assessment
Insurance and Licensure:
Oversee the Operations Manager’s work on the review and renewal of all insurance policies that affect the organization, including ones related to facilities, liability, health, benefits, and safety
Ensure that RI complies with mandatory and voluntary standards; oversee the biannual self-survey for compliance with industry standards
· Policies and Procedures:
o Work closely with Operations and Finance teams in conducting annual review of policies and procedures for organization and staff
o Ensure that all staff, consultants, and volunteers are informed of procedures and are in compliance
o Together with the President and Director of Finance, conduct the annual review and update of the Business Continuity Plan
o In close collaboration with the President, work to ensure that RI is in compliance with rules and regulations governing the operations of the organization and protected from legal liability
o Conduct staff trainings as needed
· Office Space and Systems:
o Work closely with Operations Manager to ensure that IT, operational systems, and all other office equipment and procedures support the effective operations of the organization
o Manage relationship with external IT services vendor
o Analyze and recommend options for short and long-term IT upgrades and investments
o Oversee the protection of intellectual property and computer systems, and the development and enforcement of network access and monitoring policies
o Serve as the primary point of contact for all issues relating to the office lease
· 401k administration:
o Administer RI’s 401k plan, including submission of Form 5500, mailing relevant documents to participants and compliance with fiduciary responsibilities
o Ensure appropriate resources are provided to staff to assist them in understanding their eligibility, enrollment, and account management process
· Bachelor’s degree, and ten years of aggregate professional experience in relevant and related fields, including—
o Human Resources: Five years of human resources experience; must have knowledge of best practices around strategic Human Resources, compensation/benefits programs, performance management, diversity and inclusion practices, and employee relations. Experience working in NGOs a plus.
o Security: Experience in an overseas environment in a security-related role or in coordinating with international development security colleagues; experience in post-conflict and/or high-risk environments a plus.
o Other: Some experience in facilities and IT management; proficient skills in MS Outlook, Word, Excel & Power Point.
